Job Description

EAP Counselor, Cleveland Metro Network (1099) | Cleveland, Ohio

CLFC is building an affiliate counselor network across the Cleveland metropolitan area to deliver short-term, solution-focused counseling for an Employee Assistance Program serving the City of Cleveland workforce and eligible household members.

This is an independent contractor opportunity for Ohio independently licensed clinicians who want supplemental referrals that fit around an existing practice. Cases are short-term by design, typically assessment plus a small number of sessions, with referral to longer-term care where clinically indicated. Counselors accept or decline each referral, see clients in their own office or by telehealth, and are paid per completed counseling session with no insurance billing and no claims cycle to manage.

Key Responsibilities

  • Accept referred employee assistance cases and schedule an initial appointment promptly after referral.
  • Complete a clinical assessment covering presenting concern, psychosocial history, risk screening, substance use screening, and functional impact.
  • Deliver short-term, solution-focused counseling within the program's authorized session model.
  • Identify cases requiring longer-term therapy, psychiatric evaluation, or substance use treatment and coordinate a warm referral to appropriate community resources.
  • Conduct risk assessment for suicidality, homicidality, and safety concerns, following program protocol and Ohio licensure board requirements.
  • Maintain clinical documentation meeting Ohio licensure board and program standards.
  • Protect client confidentiality in accordance with HIPAA, 42 CFR Part 2 where applicable, and the program's confidentiality model, which does not disclose clinical content to the employer.
  • Participate in clinical consultation and case review with the Clinical Director, particularly for complex or risk-elevated cases.

Required Qualifications

  • Active, unrestricted Ohio independent behavioral health license: LISW, LISW-S, LPCC, LPCC-S, IMFT, IMFT-S, or licensed Psychologist.
  • Master's degree or doctorate in social work, clinical counseling, marriage and family therapy, or psychology.
  • Minimum 2 years post-licensure clinical experience with adult clients.
  • Demonstrated skill in brief, solution-focused, or short-term counseling models.
  • A professional practice location in the Cleveland metropolitan area, or the ability to deliver telehealth to Ohio residents with a compliant platform and private setting.
  • Ability to schedule a referred client for an initial appointment within a short and reliable window.
  • Current professional liability insurance, or willingness to obtain coverage prior to accepting referrals.
  • Comfort working as an independent contractor with per-session compensation.

Strongly Preferred

  • Certified Employee Assistance Professional (CEAP) credential.
  • Prior experience taking EAP or employer-sponsored behavioral health referrals.
  • Experience with public safety populations including police, fire, and emergency medical personnel.
  • Substance abuse professional (SAP) qualification for Department of Transportation regulated programs.
  • Chemical dependency licensure such as LICDC or LICDC-CS.
  • Training in critical incident stress management or trauma-focused intervention.
  • Evening or weekend availability, which materially increases referral volume from a shift-based workforce.
  • Bilingual capability, particularly Spanish, Arabic, or American Sign Language.

Compensation and Engagement

  • $75.00 to $82.00 per completed counseling session, based on licensure level, specialty capability, and availability. Sessions run approximately one hour, so the posted hourly range reflects the per-session rate.
  • Independent contractor (1099) engagement. You accept or decline each referral, with no minimum caseload and no on-call requirement.
  • No insurance billing, no claims submission, and no collections. Sessions are paid on the program's regular payment cycle after confirmation.
  • You set your own availability and see clients in your own office or by telehealth.
  • Premium consideration for evening and weekend availability, specialty capability, and language capability.
  • Additional compensated opportunities for critical incident response, on-site sessions, and workplace training.
  • Ongoing referral flow with multi-year potential aligned with the program's base and option year structure.
  • Clinical consultation available from the program's Ohio-licensed Clinical Director.
