This position is a non-federal role funded through an existing agreement between NRCS and NEW Solutions. The enrollee will provide direct support to farmers and landowners, enabling the implementation of conservation practices on the ground. This role contributes to NRCS's mission by enhancing capacity in field offices and ensuring timely assistance to producers. It is designed to free up NRCS staff for emergency and high-priority responses, not to replace federal staff.

This role helps ensure continued progress on conservation planning, practice implementation, and technical assistance, especially in high-demand or disaster-affected areas. It aligns with the Administration's priorities for farmer-first, field-facing, and partner-enabled capacity expansion.

NEW Solutions connects experienced workers (ages 55+) with the Natural Resources Conservation Services (NRCS). These are experienced professionals who provide technical and professional assistance to the Department of Agriculture for the Agriculture Conservation Experienced Services (ACES) Program.

Qualifications:

Minimum of 15 year(s) of experience in experience in soil science or wetland restoration OR MA/MS Degree in Soil science or wetland biology

Duties:

The incumbent will assist the State, Area, and field office staff in implementing a comprehensive natural resource conservation program throughout the State of Nebraska by providing technical guidance, assistance, and evaluation on matters related to Farm Bill Programs and Conservation Program contracting and implementation. This position is primarily responsible for ACEP program duties in the designated area of responsibility.

  • Provides project management guidance and support for ACEP programs including Wetland Reserve Easements (WRE), EWPP-FPE (FPE), and the Wetland Reserve Program (WRP). Assists with easement quality assurance processes, coordinating remediation activities, obtaining documents for all stages of easement acquisition, completing reviews of individual easement projects, and providing assistance to area and field offices regarding business processes. Completes data entry into the National Easement Staging Tool (NEST) and performs quality review of data in the Tool. Revises and rewrites the Wetland Criteria Restoration Guidelines as needed based on comments from partners.   90%
  • Represents the agency on Federal, State, and local committees and/or task forces as directed by the supervisor; establishes and maintains a positive working relationship with other federal, state, and local agencies, units of government, and interested groups; participates with applicable groups in meetings, tours, and demonstration projects to explain FAPD and EPD policy and procedures.   10%
