Job Description

The EMA supports all SSA COOP, Emergency Response, and Occupant Emergency programs. EMAs perform policy development, exercise planning, emergency notification, and continuity documentation.

Detailed description

ESSENTIAL FUNCTIONS

  • Develop, maintain, and update:
  • SSA COOP Plans and Templates.
  • Occupant Emergency Plans.
  • Communication Plans.
  • Evaluation Plans.
  • Go/No-Go Checklists.
  • Prepare and facilitate:
  • Agency-wide tabletop, functional, and full-scale exercises.
  • Lessons learned, After-Action Reports, and Corrective Action Plans.
  • Maintain and inventory emergency preparedness kits and supplies.
  • Update call down lists and maintain MENS notification rosters.
  • Develop Emergency Management Essential Records plans and ensure records are updated in compliance.
  • Review new Federal directives and produce integration plans with gap assessments.
  • Develop Business Impact Analyses and Process Analyses.
  • Draft and submit Situation Reports, ERT status reports, and operational logs.
  • Support real-time incident coordination during emergencies.
  • Maintain daily task lists, with start-of-shift and end-of-shift reporting.
  • Attend off-site FEMA, interagency, and COOP Site meetings.Monday-Friday, 7:30 am- 4:00 pm (SSA core hours).
  • No leave within 2 weeks before scheduled exercises unless approved.
  • Participation in Time & Materials surge support during real emergencies (24/7 if required).

MINIMUM QUALIFICATIONS

  • Bachelor's degree OR relevant military/law enforcement experience.
  • Level I Professional Continuity Practitioner certification.
  • Experience developing and integrating federal continuity policies.
  • Monday-Friday, 7:30 am- 4:00 pm (SSA core hours).
  • No leave within 2 weeks before scheduled exercises unless approved.
  • Participation in Time & Materials surge support during real emergencies (24/7 if required).
  • FEMA IS courses within 90 days:
  • IS-546, IS-547, IS-1300, IS-242, IS-230, IS-700, IS-800.
  • ICS 100 or 200
  • Active TS Security Clearance

PREFERRED QUALIFICATIONS

  • Completed FEMA Courses ICS-100, IS-242, IS-906, IS-1300, IS-2200.

Location: This is a full-time position in Baltimore, MD.

Salary: Salaries are determined based on several factors including external market data, internal equity, and the candidate's related knowledge, skills, and abilities for the position. The range for this position is $70k-80k.
