Job Description

SALARY RANGE: $114,750.00 - $135,000.00

The work involves supervising and assisting with the administration of labor and employee relations at the Erie County Medical Center Corporation. The incumbent supervises and performs employee and labor relations work activities for maintaining compliance with collective bargaining agreements and applicable laws and regulations. The incumbent works with management, employees and/or union representatives on identifying, investigating and resolving various employee matters. The incumbent also assists the Director of Labor and Employee Relations in collective bargaining negotiations. Work is performed under the general supervision of the Director of Labor and Employee Relations with leeway permitted for the exercise of independent judgment in carrying out the details of the work. Supervision is exercised over lower-level licensed and non-licensed labor and employee relations staff. Does related work as required.

TYPICAL WORK ACTIVITIES:

Ensures compliance with all applicable federal, state and local legal requirements by studying existing, new and anticipated legislation, enforcing adherence to requirements and advising management on needed actions;

Conducts investigations and represents ECMCC in legal matters relating to employment law;

Receives notices, conducts investigations, develops responses and represents ECMCC for labor and employee relations matters including, but not limited to: grievances, arbitrations, unemployment, harassment, discrimination, workplace violence, Department of Labor, Department of Health, etc.

Advises management on proper employee relations practices necessary to maintain and/or improve employee work performance, employee morale, departmental work practices and procedures, compliance with applicable collective bargaining agreements, laws and regulations, etc.;

Confers with and provides interpretation to department representatives and personnel regarding contract language, ECMCC policies and procedures and applicable laws and regulations;

Serves as a liaison to union representatives;

May preside over labor-management meetings;

Assists in developing, writing and updating policies and procedures related to labor and employee relations;

Assists the Director of Labor and Employee Relations with the development of proposals and negotiation of collective bargaining agreements;

Keeps abreast of legislation, arbitration decisions and collective bargaining contracts to assess industry trends;

Conducts staff training related to the administration of labor and employee relations at ECMCC.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of legal and labor relations principles, practices and terminology; thorough knowledge of applicable policies, procedures, laws, rules and regulations such as Civil Service Law, labor and employment laws; thorough knowledge of ECMCC collective bargaining agreements; thorough knowledge of established labor-management practices; good knowledge of the principles, practices and terminology used in collective bargaining negotiations; ability to conduct labor and employee relations investigations; ability to counsel staff function and management function on applicable labor and employment matters; ability to communicate effectively, both orally and in writing; sound professional judgment; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; ability to work independently; capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS:

Graduation from a regionally accredited or New York State registered school of law and one (1) year of experience as a licensed attorney performing labor or employee relations in the public sector or healthcare setting.

SPECIAL REQUIREMENTS:

Admission to the Bar of the State of New York and possession of a license to practice Law in New York State at time of application and maintenance throughout duration of appointment.

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
