Job Description

GENERAL DESCRIPTION Under the general supervision of the Construction Project Manager- Engineering, to inspect workmanship and materials involved in a variety of construction projects for compliance with plans, specifications, and departmental regulations. The position also interprets and enforces project requirements, making necessary adjustments to plans and specifications to resolve unexpected construction issues. SUPERVISION EXERCISED This position may exercise technical supervision over subordinate staff. IMPORTANT AND ESSENTIAL DUTIES Inspects City-funded public works projects, new residential subdivisions (within city limits and the extraterritorial jurisdiction), and projects contracted by other City departments. Inspects all permitted driveway and sidewalk improvements. Provides on-site consultation services for all aspects of construction inspections. Conducts field investigations to support the development of public works construction plans. Participates in plan reviews related to the preparation and development of public works construction projects. Attends pre-bid, pre-construction, and other project-related meetings to support bidding processes and ensure smooth construction operations. Investigates complaints regarding streets, alleys, drainage, and other issues related to public works infrastructure. Prepares monthly pay estimates by measuring completed work and collecting supporting invoices for cross-referencing and documentation. Prepares and submits final project reports for City acceptance upon completion of public works construction projects. Coordinates with adjacent property owners, including businesses and residents, to address concerns and ensure collaboration on public works projects. Oversees and manages compliance with ADA construction requirements for all public works construction projects. Operates a City vehicle to conduct inspections, on-site consultations, and field investigations related to assigned duties. OTHER JOB RELATED DUTIES Collects relevant information during high water events, as requested. Perform other job-related duties and responsibilities as assigned. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: Roadway construction materials and techniques, including sub-grade preparation, base courses, asphalt mix types, prime oil rates, surface depth specifications, and seal coat procedures. Traffic control systems and pavement markings, including signals, poles, control boxes, and marking methods such as raised buttons, heated tape, and paint, with proper alignment and spacing. Fencing materials and installation methods, including gates, wire, posts, and stays. Form inspection, steel, grade, size, and placement, concrete design, slump, temperature, placement, and finish of bridges and culverts. Drainage systems including detention/retention tanks, ditches, dams, and weirs, with standards for capacity, compaction, and erosion control. Specifications for driveway approaches, sidewalks, and curb and gutter, such as steel used, depth, concrete quality, drainage, finish, and location. Landscaping and irrigation systems relevant to public works projects. Texas Manual on Uniform Traffic Control Devices for placement, size, and visibility of signs and barricades to provide proper traffic flow, public safety, and to adjust to field conditions. Guidelines of the Americans with Disabilities Act for project compliance. Skill to: Use a variety of engineering and surveying equipment, including instrument level and rod, hand-held level, measuring tape, measuring wheel, and geodimeter. Conduct detailed inspections and quality control checks to ensure compliance with project standards and specifications. Communicate effectively with contractors, vendors, and team members to coordinate project activities and resolve issues. Operate office equipment efficiently. Operate street paving and engineering equipment safely and efficiently. Operate a motor vehicle safely. Ability to: Understand and interpret engineering plans, specifications, and construction documents to ensure project compliance and quality. Prepare and maintain clear, accurate engineering records and reports. Detect and locate faulty materials and workmanship to identify the construction stage at which defects are most easily found and remedied. Prioritize and manage multiple projects and tasks efficiently in a fast-paced municipal environment. Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally. Experience and Training Guidelines: For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through: Construction Inspector I Experience: This is an entry-level position. Four (4) years of experience in project management and construction of public works or utilities projects is preferred. Education/Training: A high school diploma or a GED is required. Previous training in construction, construction management, and inspection of public works or utility projects is preferred. License or Certificate: A valid Texas Driver's License, the ability to obtain one within ninety (90) days, or a military waiver is required. Construction Inspector II Experience: Four (4) years of experience in project management and construction of public works or utilities projects, or equivalent experience, is required. Education/Training: Completion of four (4) hours of Inspector Development Program Courses (TxDOT or equivalent) approved by the City Engineer is required. Construction Inspector III Experience: Eight (8) years of experience in project management and construction of public works or utilities projects, or equivalent experience, is required. Education/Training: Completion of twelve (12) hours of Inspector Development Program Courses (TxDOT or equivalent) approved by the City Engineer is required. Special Requirements: Essential duties require the following physical skills and work environment: Bloodborne Pathogens training within sixty (60) days of employment is required. Exposure to cold, heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards.
