Job Description

ENGINEERING SPECIALIST

Definition: Under general supervision of a Division Supervisor or Superintendent, performs a variety of engineering design, drafting, and field work in planning, designing and constructing various public works improvement projects. Is differentiated from the Senior Engineering Technician classification by the increased diversity and complexity of assignments on a consistent basis.

Essential Functions: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

Tasks:

General: Maintains records of projects and writes status reports. Prepares various ink, mylar and AutoCad construction drawings. Performs field engineering functions including operating survey instruments and taking survey notes, setting stakes and monuments, training less experienced staff in field survey techniques. Clearing brush. Inspecting construction project sites. Maintains records and provides customer services by establishing project records. Prepares preliminary specifications. Records progress of the project from bidding process through completion of project. Inspects projects for compliance with specifications. Performs problem and complaint resolution. Answers questions and complaints from the public about projects. Performs other duties as assigned.

Duties specific to Engineering: Performs a variety of office-oriented engineering functions, including researching and preparing preliminary and final design drawings for public works projects throughout the City. Writes job estimates and conducts field inspections. Researches property and deeds. Makes a variety of measurements and calculations to facilitate determining the amount of payment contractors should receive for work completed and materials used. Prepares legal descriptions and plats for properties and easements. Prepares pre-bid construction estimates. Checks contractor's applications for payment before approving payments.

Knowledge, Skills, and Other Characteristics:

  • Knowledge of the principles, practices and techniques of civil engineering technology as applied to municipal public works.
  • Knowledge of engineering principles and practices, including field surveying and drafting principles and techniques.
  • Knowledge of various engineering and construction computer software.
  • Knowledge of applicable City policies, laws and regulations affecting Department activities.
  • Skill in performing field survey work.
  • Skill in identifying and maintaining the confidentiality of sensitive and important information while using diplomacy and tact.
  • Skill in establishing and maintaining effective working relationship with contractors and applicable construction codes.
  • Skill in organizing and prioritizing workload and managing multiple assignments at the same time.
  • Skill in producing engineering plans, designs and schematics.
  • Skill in inspecting construction sites to determine compliance with project specifications and applicable construction codes.
  • Skill in understanding and interpreting complex engineering-oriented regulations and guidelines.

Mental and Physical Abilities: Mental work efforts involves long periods of close attention to detain while working on construction drawing, plans, and schematics. Physical requirements include high levels of standing, bending, twisting, squatting, and moving moderate (25-50 lbs) materials on occasion.

Working Conditions: Work involves normal office work with exposure to chemicals and frequent proximity to outdoor, construction and project sites, often in adverse weather conditions.
