The Environment, Health and Safety (EHS) Program Manager is responsible for ensuring regulatory compliance with all applicable EHS regulations and controls including, but not limited to, air quality, hazardous and non-hazardous waste, hazardous materials, water discharges, storm water, hazard communication, capital projects, permitting and training. This position can be located in San Jose, Menlo Park or Salinas, CA and reports to the Director of Environment, Health & Safety.

ESSENTIAL FUNCTIONS:

  • Recommends, implements, and monitors EHS legal requirements, procedures, and programs to ensure 100% compliance; identifies and quickly resolves identified gaps

  • Prepares and submits required regulatory reports including, but not limited to: California Environmental Quality Act (CEQA) documentation, wastewater discharge reports, air emission reports, storm water pollution prevention reports, and hazardous materials business plans.

  • Prepares, coordinates, and implements National Pollutant Discharge Elimination System (NPDES) permits and air quality permits for stationary and portable equipment

  • Serves as the EHS lead for all new property and business acquisitions in their region; ensures EHS due diligence assessments are conducted as needed and that appropriate action is taken based on the findings of those assessments

  • Partners with Engineering and Operations on capital projects including construction, demolition, and water well and treatment system projects to ensure EHS aspects are incorporated in to the projects plans as appropriate

  • Serves as the primary liaison with local, state, and federal regulatory agencies regarding compliance, inspections, and permitting. Represents Cal Water during regulatory inspections.

  • Provides EHS regulatory guidance to key internal stakeholders including operations, engineering, and water quality personnel

  • Develops and conducts EHS training

  • Responds to emergencies including spills and system upsets

  • Manages soil and water remediation projects to mitigate environmental impact

  • Participates in and supports the Company's continuous improvement program and projects

  • May manage consultants and service providers

  • Performs other similar duties as assigned

  • Attends meetings and training as directed by California Water Service Company

  • Able to communicate with internal and external partners and stakeholders in a way that consistently results in positive business outcomes

  • Builds positive, lasting business relationships with internal and external stakeholders that encourages collaboration and innovation resulting in the achievement of corporate, department and personal goals

  • Travel to remote sites required approximately 20% of the time.

  • Performs work on-site in the assigned office location

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Environmental, Safety, Geology, Natural Science or related field and/or equivalent relevant experience

  • Three years of increasingly responsible experience working as an analyst or administrator in environment, health and safety, or related field

  • Proficient in the use of Microsoft Office applications

  • Valid California Driver License

Salary Range:

San Jose, CA & Menlo Park, CA: $102,000 - $189,400 (DOE)

Salinas, CA: $91,800 - $170,500 (DOE)
