Description -

Job Summary

The Environmental, Health & Safety (EHS) Program Specialist – Environmental Compliance is responsible for planning, developing, implementing, and maintaining environmental compliance programs to ensure compliance with all applicable U.S. federal, state, and local regulations as well as HP policies and standards.

This role is based in Corvallis, Oregon and serves as the primary environmental compliance owner for the Corvallis HP facility. The position may also provide environmental compliance support to additional HP sites across multiple U.S. states and Canada as business needs require. 

The role is a key technical, operational, and regulatory resource supporting safe, compliant, and sustainable operations.

Key Responsibilities

  • Serve as the primary site owner for environmental compliance programs, including hazardous waste (RCRA), air emissions and permitting, tier II reporting, stormwater, industrial wastewater, chemical management, and other regulated materials.
  • Manage and maintain federal, state/provincial, and local environmental permits, including access, amendments, renewals, permit conditions, and ongoing compliance obligations.
  • Prepare, submit, and maintain environmental permit applications, regulatory reports, notifications, certifications, required agency filings, and associated fees.
  • Act as the primary point of contact with environmental regulatory agencies and authorities, including coordinating inspections, site visits, information requests, correspondence, and responses to regulatory issues.
  • Resolve permitting and regulatory challenges that may impact site operations, procurement, or continuity of environmentally regulated materials.
  • Lead and support environmental aspects of internal, external, regulatory, ISO 14001, and RBA audits; track, document, and close corrective and preventive actions.
  • Own or support environmental investigations, including incidents, near misses, and compliance concerns, ensuring appropriate documentation, follow-up, and system updates.
  • Participate in the Corvallis site Incident Response rotation, serving in assigned Incident Command System (ICS) roles, including Incident Commander when designated, to support management of environmental and non‑environmental incidents in accordance with site emergency response procedures.
  • Ensure timely and accurate documentation of environmental compliance activities, incidents, and corrective actions within HP EHS management systems.
  • Oversee hazardous and universal waste programs, including waste stream determination, vendor coordination, documentation, and regulatory compliance.
  • Lead the development, review, and implementation of processes for complex or non-standard waste streams (e.g., batteries, specialty or emerging materials).
  • Review and approve chemical use, storage, and procurement requests to ensure compliance with environmental and safety requirements.
  • Develop, maintain, and communicate site-specific environmental procedures, program documents, permits, and records in accordance with regulatory and company requirements.
  • Manage third-party environmental service providers, consultants, and verification bodies, including scope coordination, performance oversight, and issue resolution.
  • Review and support environmental contract scopes, invoices, and change orders in coordination with Finance, Legal, Procurement, and EHS leadership.
  • Participate in cost review and justification related to environmental compliance, verification, and regulatory programs.
  • Serve as a subject matter expert and advisor to site leadership, EHS staff, CREWS(Corportate Real Estate), Legal, Finance, Procurement, IT, and operational teams on environmental compliance requirements and risks.
  • Support contractor and contingent worker oversight related to environmental services, including role clarification, access coordination, and transition support.
  • Provide technical oversight, direction, and mentoring to Environmental Technicians or other assigned staff supporting environmental programs at assigned sites.

Required Qualifications

  • Bachelor’s degree in Environmental Science, Environmental Engineering, EHS, or a related field.
  • Certified Hazardous Materials Manager (CHMM) or equivalent recognized environmental compliance certification.
  • Minimum of five (5) years of progressive experience in environmental compliance or EHS within manufacturing, laboratory, semiconductor, R&D, or other regulated industrial environments.
  • Demonstrated experience managing RCRA hazardous waste programs and interacting directly with environmental regulatory agencies.
  • Working knowledge of air permitting, wastewater, and stormwater compliance programs.
  • Strong understanding of environmental regulations and environmental compliance management systems.
  • Proven ability to manage audits, regulatory inspections, investigations, and corrective actions.

Preferred Qualifications

  • Experience supporting ISO 14001, RBA, and third-party environmental audits or verification programs.
  • Experience with sustainability data, environmental metrics, and external reporting support.
  • Experience providing technical leadership or oversight of contractors or site-based environmental staff.

Work Environment / Additional InformationThis role is primarily site-based in Corvallis, Oregon and requires regular presence in manufacturing, laboratory, warehouse, and utility areas, including the use of required personal protective equipment (PPE). The position may provide environmental compliance support to additional HP sites across multiple U.S. states and Canada and requires travel up to 20% of the time. Participation in regulatory inspections, audits, and occasional on-call availability for environmental incidents or emergency response will be required.

Pay & Benefits

The pay range for this role is $73,800 to $113,650 USD annually with additional

opportunities for pay in the form of bonus and/or equity (applies to United

States of America candidates only). Pay varies by work location, job-related

knowledge, skills, and experience.
