SOLV Energy is a leading provider of infrastructure services to the power industry, designing, building and maintaining utility scale solar, battery storage and high voltage substation projects nationwide.

Job Description Summary:

As part of the Health, Safety, Quality & Environmental (HSQE) Team, the Environmental Compliance Manager is primarily responsible for managing and supporting environmental compliance for post-construction, long-term operations of utility-scale renewable energy assets. This role supports Operations & Maintenance (O&M) and Technical Services (TST), which provide services to substations, Battery Energy Storage Systems (BESS), photovoltaic (PV) solar facilities and more. The position ensures ongoing compliance with federal, state, and local environmental regulations, permit conditions, and owner requirements throughout the operational lifecycle of assets. This role is fully remote. Specific location details and expectations will be discussed during the interview process.

Position Responsibilities and Duties:

  • Lead and support the Services Environmental Compliance Program for BESS, PV, and substation facilities nationwide. 

  • Oversee and support the development, implementation, and standardization of site assessment criteria, compliance checklists, and training materials.

  • Ensure compliance with local MS4 permits, municipal stormwater ordinances, and site-specific post-constructionstormwater requirements.

  • Oversee drainage, roadway, and site infrastructure assessments toidentifycompliance risks and maintenance needs.

  • Oversee post-constructionBMP inspection, assessment, and maintenance programs.

  • Coordinate invasive species assessments, control measures, and ongoing maintenance activities.

  • Manage and support requirementsofsite-specific Spill Prevention, Control, and Countermeasure (SPCC) programs.

  • Ensure compliance with EPCRA requirements, including Sections 301–303 (emergency planning and coordination), Section 304 (release notification), and Sections 311–312 (Tier II chemical inventory reporting).

  • Manage and support chemical threshold determinations under EPCRA and OSHA Hazard Communication requirements, including Extremely Hazardous Substances (EHS).

  • Oversee Hazard Communication program implementation, including labeling, SDS management, and employee training.

  • Support hazardous waste compliance under RCRA when applicable, including waste determinations, storage, and disposal oversight.

  • Oversee universal waste management programs for batteries, lamps, and electronic waste.

  • Coordinate battery recycling and disposalin accordance withfederal, state, and local regulations.

  • Ensure Clean Air Act compliance as applicable to stationary sources and site operations.

  • Track and manage Conditional Use Permits (CUPs) and local land-use operating conditions applicable to service activities.

  • Evaluate maintenance versus construction activities to determine regulatory applicability and permitting triggers.

  • Serve as a technical resource to internal services teams byidentifyingkey compliance risks, emerging regulatory issues, andimprovementopportunities.

  • Coordinate with external consultants, vendors, and regulatory agencies to support complianceobjectives.

  • Perform audits, assessments, and corrective action tracking related to environmental compliance.

  • Provide secondary support to Engineering, Construction, and Procurement (EPC) teams, including data tracking and collection, training development, and delivery of site-specific training as needed.

Minimum Skills or Experience Requirements:

  • Ability to travelup to25-50%toSOLV Energy projectsthroughout the United States.

  • Minimum of 5 years of environmental compliance experience, withdemonstratedexperience supporting electric operating facilities or long-term asset management.

  • Bachelor’s degree in Environmental Management, Environmental Science, Natural Resources Management, Environmental Policy, Environmental Health & Safety (EHS), ora related field.

  • Certified Environmental Professional (CEP), Registered Environmental Professional (REP), Registered Environmental Manager (REM) or similar.

  • Certified Erosion, Sediment and Storm Water Inspector (CESSWI) or similar

  • Certified Safety Professional (CSP) or similar

  • Experience in utility-scale renewable energy, power generation, or industrial facilities preferred.

  • Strong working knowledge of applicable federal, state, and local environmental regulations, including:

  • Clean Water Act (CWA)

  • NPDES and industrial stormwater permits

  • Spill Prevention, Control, and Countermeasure (SPCC) requirements

  • Resource Conservation and Recovery Act (RCRA)

  • Hazardous and universal waste regulations

  • Emergency Planning and Community Right-to-Know Act (EPCRA)

  • Chemical reporting and emergency notification requirements

  • Air quality regulations for stationary sources

  • Federal, state, and local natural resource protection laws

  • Experience managing environmental compliance for substations, BESS, solar PV facilities, or similar infrastructure is strongly preferred.

  • Ability to interpret state and federal permits and regulatory requirements, Conditional Use Permits (CUPs), and technical plans.

  • Self-starter with strong written and verbal communication skills, including technical report writing and training delivery.

  • Demonstrated independent judgment, effective prioritization, and ability tooperatewith minimal supervision across multiple states and sites.

  • Proficiencywith Microsoft Office, environmental data systems, and AI tools.

  • Field work may include walking on uneven terrain, climbing stairs or ladders, and performing tasks in active construction or operational environments.

  • Work may occur near energized electrical equipment and high-voltage systemsin accordance withestablished site safety protocols.

  • Ability to work in varying weather conditions and temperaturesincludingheat, cold, wind, and precipitation.

  • Tolerance for exposure to dust, dirt, pollen, equipment exhaust, and airborne particulates.

  • Visual and auditory acuity to hear safety warnings. 

  • Medium to high noise levels on BESS,PVand Substations.

  • This rolenecessitatestravel to project locations as well as active participation in, and leadership of, environmental training sessions.

  • Employees must be able to wearrequiredpersonal protective equipment (PPE) and perform physical activities such as standing, walking, bending, kneeling, and lifting.

  • Must be able to deliver training sessions in various environments,virtual platforms, and company office settings, adapting to the physical and technical demands of each location.
