There is an exciting opportunity for a Project Development Engineer, in this role you will be responsible for preparing applications for the Arizona Corporation Commission and reviewing/approving master water/wastewater plans, basis of design reports, and engineering drawings to ensure compliance with company standards. The position requires frequent communication with developers, engineers, operators, and regulators.

What you'll be responsible for

  • Prepare applications and serve as technical expert for Certificates of Convenience and Necessity (CC&N) with the Arizona Corporation Commission.
  • Draft letters, create submittal packages, and manage regulatory interactions for permits, certifications, and approvals (AOC, Capacity Assurance, PWS forms, MAG 208).
  • Draft, review, and administer master development/utility agreements and main extension agreements.
  • Support plan reviewers by providing engineering technical guidance for water distribution and wastewater collection plans.
  • Draft and publish updates to engineering design criteria and engineering details.
  • Interpret and administer utility tariffs, administrative rules, and regulations.
  • Review water modeling design assumptions and output reports.
  • Collaborate with operations staff to understand water/wastewater systems functionality.
  • Manage developer‑funded water/wastewater projects through design, permitting, procurement, construction, and commissioning.
  • Manage engineering consultants and construction contracts, ensuring budget and schedule compliance.

What's required to be successful

  • Bachelor's degree in Civil or Environmental Engineering, Construction Management, or related field, or equivalent experience in utility regulatory compliance.
  • Minimum 6 years of engineering experience.
  • Experience with State Utility Regulators preferred.
  • Experience reviewing and approving civil/mechanical engineering plans is a plus.
  • Professional Engineer (PE) registration in Arizona preferred.
  • ADEQ operator certification is a plus.
  • Strong quantitative, analytical, and problem‑solving skills.
  • Excellent communication, time‑management, and organizational skills.
  • Leadership ability and strong interpersonal skills.
  • Ability to exercise independent judgment and take initiative.
  • Strong teamwork and collaboration skills.
  • Proficiency in Microsoft Office, including spreadsheets, presentations, and scheduling tools.
  • Knowledge of engineering, project management, and construction/operation of water/wastewater facilities.
  • Understanding of current trends and technologies in water/wastewater conveyance and treatment.
  • General knowledge of safety regulations and federal, state, and county water quality and design regulations.
