The Ohio Department of Behavioral Health (DBH) is seeking an experienced Epic Health Information Management (HIM) Analyst (Information Technologist 3) to support the design, development, implementation, optimization, and ongoing maintenance of Epic HIM applications. This position serves as a key technical resource for HIM operations, partnering with HIM professionals, clinical and operational leaders, and other IT teams to ensure health information workflows are efficient, secure, compliant, and accurately reflected within the electronic health record.

The Epic HIM Analyst will be responsible for application build and support across Release of Information (ROI), Deficiency Tracking, Identity, Coding & Abstracting, Chart Tracking, Document Imaging, and related HIM functionality. The position requires strong knowledge of healthcare information management, workflow analysis, data integrity, privacy and security requirements, and Epic application functionality, particularly within behavioral health environments.

Epic HIM Build, Support & Optimization

● Serve as the agency's Epic Health Information Management (HIM) analyst by designing, building, configuring, testing, implementing, and maintaining Epic HIM applications, including Release of Information (ROI), Deficiency Tracking, Identity, Coding & Abstracting, Chart Tracking, and Document Imaging.

● Analyze current HIM workflows with operational, clinical, and HIM staff; identify process gaps and opportunities for improvement; and translate business, operational, and regulatory requirements into functional Epic application build.

● Configure and maintain release-of-information and consent workflows that protect behavioral health and substance use disorder records in accordance with HIPAA, 42 CFR Part 2, applicable Ohio confidentiality standards, and agency policies.

● Support consent management, segmented and sensitive-record release, break-the-glass access, and other privacy-related functionality to ensure appropriate access to protected patient information.

● Support chart corrections, duplicate record resolution, and identity merges to maintain the accuracy and integrity of the legal medical record.

● Build and maintain deficiency-tracking workflows that support behavioral health documentation requirements, provider deficiencies, record completion, and medical record integrity.

● Configure and optimize HIM workflows to support accurate document management, scanning, indexing, chart tracking, release of information, coding, abstracting, and electronic medical record completion.

● Manage the full application change lifecycle, including requirements analysis, design, build, testing, validation, implementation, upgrade support, release management, and go-live support for HIM enhancements and new functionality.

● Troubleshoot issues reported through the IT ticketing system; perform root-cause analysis; develop and implement corrective actions; and resolve or appropriately escalate issues within established timelines.

● Maintain comprehensive build documentation, test scripts, configuration records, workflow documentation, and other technical materials for assigned HIM applications.

● Serve as a liaison between HIM end users, operational leaders, clinical stakeholders, and other IT teams to ensure Epic HIM workflows are accurately configured and aligned with organizational requirements.

● Participate in application optimization initiatives designed to improve HIM processes, data quality, regulatory compliance, operational efficiency, and the overall integrity of the electronic health record.

Cross-Application Support & Security

● Perform cross-application responsibilities as HIM workload allows, including interoperability-related functionality such as Identity/Enterprise Master Patient Index (EMPI), Care Everywhere, Release of Information exchange, and other patient-information exchange workflows, as prioritized by the immediate supervisor.

● Assist with analysis, application build, testing, implementation, troubleshooting, and support of assigned Epic application areas outside HIM to meet operational needs.

● Coordinate with other Epic application teams, including Clinical Documentation, Orders, Grand Central, Prelude, Hospital Billing, Professional Billing, and other related applications, to ensure workflows integrate accurately across the complete patient record.

● Apply HIM, health information exchange, and interoperability knowledge to support the accurate, secure, timely, and compliant exchange of patient information across internal systems and external organizations.

● Collaborate with application teams to identify and resolve issues involving patient identity, document availability, medical record content, release of information, clinical documentation, coding, billing, and other integrated workflows.

● Promote system security and awareness by adhering to agency and State of Ohio IT security policies, standards, procedures, and best practices.

● Maintain the integrity, confidentiality, availability, and appropriate use of patient information within assigned Epic applications.

● Ensure HIM and assigned application configurations comply with applicable security, privacy, confidentiality, and access-control requirements, including requirements governing behavioral health and substance use disorder information.

● Complete required security awareness and privacy training and report potential security concerns, vulnerabilities, or incidents in accordance with agency procedures.

● Support appropriate role-based access and application security configurations to ensure users have access to the information and functionality necessary to perform their assigned responsibilities.

Professional Development & Other Assigned Duties

● Stay current regarding new healthcare technologies, Epic functionality, industry standards, regulatory requirements, and techniques applicable to health information management and electronic health records.

● Learn and acquire new technical and functional skills as required to support evolving agency technology and HIM operational needs.

● Complete Epic Continuing Education (CEE), new-version training, and other required Epic educational activities to maintain certifications, proficiencies, and badges in assigned Epic applications.

● Apply new Epic developments, functionality, and industry best practices to improve HIM workflows, enhance system performance, strengthen regulatory compliance, and resolve outstanding application issues.

● Participate in Epic upgrades, new-version implementations, optimization initiatives, testing activities, and other enterprise application projects as assigned.

● Develop and maintain professional knowledge of health information management practices, electronic medical record standards, privacy requirements, and applicable federal and Ohio laws and regulations.

● Perform other related duties as assigned in support of agency information technology and health information management operations.

This is an hourly position covered by the OCSEA/AFSCME bargaining unit (union), with a pay range of 33 on the OCSEA Pay Range Schedule. Normal working hours are 8:00am to 5:00pm. This position is located within our Office of Health Information Systems, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 27th floor, Columbus, Ohio 43215.

Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.

36 mos. combined work experience in multiple areas of assigned responsibility (e.g., infrastructure, database administration, software development, business process analysis) including 12 mos. combined work experience as specified by the agency position description & job posting.
