What you'll Do at DBH:

The Ohio Department of Behavioral Health (DBH) is seeking a highly skilled EpicCare Orders Analyst (Information Technologist 3) to support the implementation, optimization, and ongoing maintenance of the Epic electronic health record (EHR). This position plays a critical role in designing, building, and supporting EpicCare Orders and Order Transmittal functionality to ensure safe, efficient, and compliant clinical ordering workflows across the enterprise. The ideal candidate will collaborate with clinical, operational, pharmacy, and technical teams to optimize order management processes while supporting the agency's mission of delivering high-quality behavioral healthcare services.

EpicCare Orders Build, Support & Optimization

  • Serve as the agency's EpicCare Orders and Order Transmittal analyst by designing, building, configuring, testing, implementing, and maintaining Epic applications that support order management workflows, including order entry, order sets, order transmittal, order routing, preference lists, and order-related clinical decision support tools.
  • Analyze existing order management and order transmittal workflows in collaboration with clinical, operational, and pharmacy stakeholders; identify workflow gaps and translate business, clinical, and regulatory requirements into effective Epic order build solutions.
  • Configure and maintain order transmittal workflows, including outbound routing of orders to external facilities, laboratories, pharmacies, and ancillary departments.
  • Ensure routing rules, interfaces, and transmittal logic align with operational requirements and applicable regulatory standards.
  • Build and maintain order sets, preference lists, orderable item dictionaries, and order-related clinical decision support rules that support behavioral health ordering requirements.
  • Troubleshoot order routing failures, transmittal errors, and workflow issues to maintain the integrity of the ordering process.
  • Manage the complete system change lifecycle, including analysis, design, configuration, testing, validation, implementation, and go-live support for EpicCare Orders and Order Transmittal upgrades, releases, enhancements, and new implementations.
  • Investigate issues submitted through the IT ticketing system, perform root-cause analysis, resolve application issues, and escalate complex problems within established service-level expectations.
  • Develop and maintain build documentation, test scripts, configuration records, and change management documentation for EpicCare Orders and Order Transmittal workstreams.
  • Serve as the liaison between clinical end users, operational leadership, pharmacy, ancillary departments, and IT teams to ensure ordering workflows remain efficient, compliant, and accurately configured.

Cross-Application Support & Security

  • Perform cross-application responsibilities as EpicCare Orders and Order Transmittal workload allows, including support for interoperability modules and order-adjacent workflows such as order transmittal interfaces, pharmacy routing, laboratory connectivity, and external order exchange, as prioritized by management.
  • Assist with the analysis, design, testing, implementation, and support of additional Epic application areas outside EpicCare Orders and Order Transmittal to meet evolving operational needs.
  • Collaborate with Epic application teams, including Clinical Documentation, Health Information Management (HIM), Pharmacy, Beacon, Grand Central, Prelude, Hospital Billing, and Professional Billing, to ensure seamless integration of order workflows across the patient record and revenue cycle.
  • Apply EpicCare Orders and Order Transmittal expertise to support the secure, accurate, and timely exchange of order information across internal systems, external organizations, and ancillary service providers.
  • Promote system security by adhering to State of Ohio and agency information security policies, maintaining data integrity, confidentiality, and appropriate access controls for EpicCare Orders and related applications.
  • Ensure EpicCare Orders configurations comply with security, privacy, and access-control requirements, including appropriate safeguards for sensitive and behavioral health-related orders.
  • Complete required information security training and promptly report potential security concerns in accordance with agency policies and procedures.

Professional Development & Other Assigned Duties

  • Stay current with emerging healthcare technologies, Epic enhancements, industry standards, and best practices by continuously developing technical and professional skills.
  • Complete Epic Continuing Education (CEE), new version training, and other required learning activities to maintain Epic certifications, proficiencies, and badges for assigned applications.
  • Apply new Epic functionality and industry best practices to improve ordering workflows, enhance system performance, and resolve operational challenges.
  • Perform other related duties as assigned in support of agency information technology and electronic health record operations.

This is an hourly position covered by the OCSEA/AFSCME bargaining unit (union), with a pay range of 33 on the OCSEA Pay Range Schedule. Normal working hours are 8:00am to 5:00pm. This position is located within our Office of Health Information Systems, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 27th floor, Columbus, Ohio 43215.

Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.

36 mos. combined work experience in multiple areas of assigned responsibility (e.g., infrastructure, database administration, software development, business process analysis) including 12 mos. combined work experience as specified by the agency position description & job posting.

  • Or equivalent of minimum class qualifications for employment noted above.
