Job Description

Position SummaryAt Syblon Reid, estimating is more than putting numbers to a set of plans - it is where we develop the strategy for how some of the West's most challenging heavy civil projects will get built. The Estimator plays a key role in pursuing and winning complex projects, collaborating with estimating, operations, field leadership, subcontractors, suppliers, and business development. This position may lead multi-estimator pursuits from early evaluation through final submission, developing estimates, construction schedules, proposal content, project narratives, and technical components that clearly communicate our approach and value. We are a general contractor who self performs much of our work and were looking for someone who enjoys solving difficult construction challenges, bringing people together, and turning plans and specifications into an executable plan for the work.Key Responsibilities
  • Attend pre-bid project meetings and job walks.
  • Leads complex project pursuits involving operational team members, coordinating assignments, deadlines, bid strategy, and final deliverables.
  • Develops pursuit strategies in collaboration with estimating, operations, field leadership, and executive management.
  • Develops and maintains client relationships and works with clients to understand project requirements and position Syblon Reid for successful pursuits.
  • Reads and reviews plans, specifications, general requirements, and contract documents to identify project scope, risks, opportunities, and unique bid requirements.
  • Identifies key bid considerations including schedules, high-hazard safety requirements, penalty clauses, subcontractor scopes, material procurement, logistics, and other risk-management requirements.
  • Manages pre-qualification and pre-bid submissions.
  • Prepares and coordinates technical proposals, project approach narratives, qualifications packages, and other written pursuit materials for bid consideration, best-value, and alternative-delivery opportunities.
  • Develops preliminary and bid-level construction schedules, sequencing plans, phasing strategies, and project execution approaches that support both estimating and proposal development.
  • Solicits, evaluates, and selects bids from subcontractors and suppliers.
  • Prepares estimates that reflect project work processes, labor hours, production rates, equipment, schedules, materials, and subcontractor scopes.
  • Coordinates input from estimators, project managers, superintendents, subcontractors, suppliers, engineers, and other subject-matter experts to develop a complete and competitive pursuit.
  • Determines total project costs including labor, materials, equipment, subcontractors, insurance, and other project-specific costs.
  • Evaluates alternative construction methods, sequencing, equipment utilization, subcontracting strategies, and value-engineering opportunities.
  • Accurately enters information into estimating software (Heavy Bid) and reviews work completed by others to maintain estimating consistency, methods, and accuracy.
  • Leads or participates in internal estimate reviews, presenting the team's recommended approach, pricing strategy, risks, opportunities, and assumptions.
  • Ensures required bid and proposal documents are accurate, complete, compliant with solicitation requirements, and ready for submittal before the deadline.
  • Participate in client interviews, presentations, project reviews, and pre-project meetings as applicable.
  • Helps transition successful pursuits from estimating to operations by communicating key assumptions, risks, schedule considerations, and commitments made during the proposal process.
  • Maintains estimating databases and uses historical cost information to improve future estimates.
  • Works with project teams during and after construction to review job cost, production, and execution and identify lessons learned for future pursuits.
  • Analyzes unsuccessful bids and pursuit outcomes to identify opportunities to improve future estimates and proposals.
Qualifications
  • 3-5+ years of progressive heavy civil construction estimating, project engineer or similar experience; prefer experience leading complex pursuits.
  • 3+ years of field construction experience preferred, with strong knowledge of civil construction means, methods, sequencing, production rates, equipment, and labor.
  • Experience developing construction schedules and project execution plans during the estimating or preconstruction phase.
  • Ability to partner and communicate effectively with clients, subcontractors, suppliers, field leaders, and Syblon Reid employees to successfully pursue projects.
  • Strong written communication skills with the ability to translate technical construction concepts into clear and compelling proposal content.
  • Strong communication, leadership, organization, time-management, math, analytical, problem-solving, and decision-making skills.
  • Experience with HCSS estimating software preferred.
  • Ability to work independently while thriving in a highly collaborative team environment.
