Job Description

Ethics Agency Overview

The Ethics Commission establishes rules for the ethical conduct of campaigns, state officers, and employees. It investigates and may prosecute alleged violations of the Ethics Rules and other assigned laws. The Commission maintains the reporting system and filings for state and local level campaign committees, others engaged in political activity, lobbyists, state agency liaisons, and personal financial disclosures for elected officials.

Key Responsibilities

Planning, Strategy & Program Development

Develop, implement, and maintain the Commission's comprehensive annual education and outreach strategy, identifying learning priorities, target audiences, delivery methods, timelines, and measurable outcomes.

  • Conduct ongoing training needs assessments through stakeholder feedback, compliance trends, rule changes, advisory opinions, surveys, frequently asked questions, and agency performance data.
  • Develop and maintain an annual training, outreach, and content calendar supporting filing deadlines, Commission meetings, rulemaking, educational campaigns, and agency initiatives.
  • Coordinate with Commission, agency leadership, state agencies, legislators, regulated entities, associations, vendors, and other stakeholders to identify educational needs and opportunities.
  • Develop and maintain audience-specific learning pathways for Commissioners, agency staff, candidates, political action committees, political party committees, lobbyists, state officers and employees, political subdivisions, and the public.
  • Maintain curriculum standards, course outlines, instructional design templates, style guides, and educational quality standards.

Content Development & Learning Experience Design

  • Serve as the lead developer and creative architect for all educational content, including instructor-led training, virtual instruction, e-learning, microlearning, blended learning, videos, graphics, manuals, job aids, FAQs, and other educational resources.
  • Design educational materials using adult learning principles and modern instructional design methodologies.
  • Develop compelling written, visual, and multimedia content that communicates complex ethics laws and procedures in an understandable and engaging manner.
  • Maintain and continuously improve a centralized library of educational resources, templates, reference materials, videos, and digital learning assets.
  • Ensure all educational materials remain accurate, legally sound, current, accessible, professionally branded, and aligned with Commission Rules and Oklahoma statutes.

Training Delivery, Outreach & Engagement

  • Deliver high-quality in-person, virtual, and on-demand educational programs to internal staff, Commissioners, regulated entities, public officials, and other stakeholders.
  • Develop proactive educational campaigns supporting filing deadlines, rule changes, advisory opinions, and other Commission initiatives.
  • Manage educational communication across appropriate platforms, including webinars, social media, video channels, email communications, and other digital tools.
  • Monitor stakeholder questions and feedback to identify opportunities for additional education and continuous improvement.
  • Develop orientation and continuing education programs for Commissioners and agency leadership.

Technology, Innovation & Performance Measurement

  • Evaluate, implement, and maximize technology solutions that improve learning delivery, accessibility, engagement, automation, and reporting, including learning management systems, webinar platforms, video production tools, artificial intelligence applications, and emerging educational technologies.
  • Measure the effectiveness of educational programs using participant feedback, completion rates, engagement analytics, learning assessments, compliance trends, and other performance metrics. Maintain a tracking system for all levels of training.
  • Continuously evaluate and improve educational programs through data analysis and performance outcomes.
  • Collaborate with leadership, OMES, and technology vendors regarding educational technology and agency-wide learning initiatives.

Other Duties

  • Maintain high standards of professionalism, transparency, accuracy, accessibility, and brand consistency across all educational and public-facing materials.
  • Capture institutional knowledge by developing educational resources that improve organizational consistency and long-term learning.
  • Perform other duties as assigned.

Education and Experience

Education and Experience requirements at this level consist of a bachelors degree and one year of experience in education or training plus two additional year of qualifying experience in software applications used for rapid development of training materials and online courses; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the bachelor's degree and one year of experience in education or training plus two additional year of qualifying experience in software applications used for rapid development of training materials and online courses; or a master's degree in adult education or human resource development plus two additional year of qualifying experience in software applications used for rapid development of training materials and online courses.

Qualifications

This position is classified as a Training Specialist IV under the Oklahoma Office of Management and Enterprise Services (OMES) classification system. Candidates should possess the knowledge, skills, and abilities associated with that classification, including adult learning principles, instructional design, curriculum development, facilitation, educational technology, and program evaluation.

Preferred Qualifications

  • Experience designing and managing organization-wide training programs.
  • Strong instructional design and adult learning expertise.
  • Experience creating multimedia educational content.
  • Excellent writing, editing, and presentation skills.
  • Video production, editing, and graphic design experience.
  • Experience with learning management systems, webinar platforms, and digital learning tools.
  • Familiarity with Adobe Creative Suite or comparable creative software.
  • Experience using artificial intelligence tools to improve content development and learning delivery.
  • Strong project management and organizational skills.
  • Ability to analyze performance data and translate findings into program improvements.

Salary & Benefits

$52,000-$62,000
