This executive leadership role provides strategic direction and operational oversight across Human Resources, Labor & Employee Relations, Learning & Development, Health, Safety & Environmental Compliance, and Risk Management. Reporting in support of the CEO, this position partners with executive leadership to drive agencywide initiatives, ensure compliance, and align people and risk strategies with organizational goals. Serves as the Agency’s Federal Compliance Officer.
This is an exempt position in salary grade X; annual salary: Min – $216,257.60 | Max – $383,684.00. The starting salary will be within this range based on qualifications.
This position will remain open until Monday, April 6, 2026.
What You’ll Do
Provide executive leadership over People, Safety, and Risk functions across the agency
Develop and execute strategic initiatives aligned with organizational and legislative priorities
Oversee HR functions including talent acquisition, labor relations, compensation, benefits, and succession planning
Serve as chief negotiator for labor agreements and guide contract implementation
Lead safety, environmental compliance, and regulatory programs, including Drug & Alcohol compliance
Direct learning and development strategies, including leadership and workforce development programs
Oversee risk management programs, including insurance, liability, workers’ compensation, and loss control
Serve as Federal Compliance Officer overseeing EEO, ADA, Affirmative Action, and Title VI programs
Analyze performance metrics and ensure programs meet goals, timelines, and budgets
Collaborate with executive leadership, Board members, labor partners, and external stakeholders
What We’re Looking For
Bachelor’s degree in business, public administration, management, or related field (advanced degree preferred)
Minimum of 10 years of senior management experience in HR, public administration, or related field
Strong leadership experience overseeing multiple functional areas
Expertise in labor negotiations, compliance, and organizational strategy
Proven ability to lead large-scale initiatives and drive organizational change
Excellent communication, collaboration, and executive presence
