Position Summary
The Executive Director of Business Services has responsibility and authority for all Business Office operations and financial activities of the college. Develops, implements, and manages business and financial control policies, and overall business and accounting functions, budgeting and reporting, auditing, purchasing, procurement, contracting, grants, and fixed assets. The Executive Director of Business Services participates in institutional strategic planning and coordinates the development of business plans and budgets that support the strategic goals and objectives of the college. The Executive Director of Business Services establishes the controls necessary to effectively and efficiently manage the business plan and oversees budget expenditures. Performs all functions and activities within the guidelines and philosophy set forth in the BMCC Mission, Vision and Strategic Plan.
Essential Functions, Duties and Responsibilities
Establish policies, processes, procedures, and controls for banking, general accounting, accounts payable, accounts receivable, procurement, contracting, fixed assets, grant accounting, external annual audits, budgeting, and other related activities.
Develop, manage, and maintain the financial and business systems of the college.
Develop and manage monthly financial and performance reporting that will allow the President to proactively manage the college's finances, and supervisors to effectively and efficiently manage their assigned fiscal responsibilities.
Provide direct support to the President, by preparing ad hoc financial and other reports to facilitate decision-making at the executive level of the college, evaluate risk, benefit, and cost of various financial scenarios; develop and support alternatives and recommend action.
Direct or oversee the recruitment and screening of candidates for employment in the Business Office in accordance with established policies and affirmative action guidelines and recommend successful candidates to the President for final interviews. Exercise the senior level authority for all personnel assigned to the Business Office, including but not limited to staff supervision, professional development, complaint processing, grievance processing, and disciplinary action. Ensure that each new hire is evaluated for retention or termination at the end of his/her probationary period.
Develop and manage an internal audit program to ensure that the college's financial processes and controls are sufficient to prevent fraud; to comply with all applicable laws, regulations, and policies; and to accurately record all assets, liabilities, revenues, and expenses.
Coordinate the annual external audit process. Maintain the internal control document and work schedules for external auditors. Analyze and resolve audit issues including negotiation and resolution with external auditors and other government agencies. Responsible for timely completion of the audit.
Develop the annual budget process. Play the key role in strategic planning, business planning, and budget planning by: Participating to develop a strategic plan for the college, including measurable goals and objectives; assisting the President, to develop financial strategies that support short and long term sustainability of the college; and leading the development of a five-year business plan pro forma to achieve the college's goals and objectives.
Lead the negotiation of all contracts and agreements for materials and services; coordinate the approval of contracts and agreements in accordance with Board of Education policy and college procedures.
Oversee the college grant and project programs.
Oversee the financial aspects of the college's enterprise and auxiliary operations.
Serve as the Budget Officer for the Board of Education, including duties articulated in Oregon statutes and administrative rulings.
Collaborate with the President and other involved areas on capital construction projects.
Collaborate with the President on the financial aspects of the Capital and Facilities Master Plans.
Participate in the BMCC governance processes as a member of the College's Executive Team and attend various other committee meetings as appropriate.
Attend monthly board meetings.
Represent the college to local, state, and federal organizations, as directed by the President.
Provide financial reporting and other financial support to auxiliary enterprises of the college.
Maintains sensitivity, understanding, and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological and ethnic backgrounds.
Perform other duties as assigned.
Supervisory Responsibilities:
Directly supervise, train, evaluate, and mentor business office staff.
Other Aspects of this Position
Travel to other BMCC locations, attend meetings, conferences, and trainings as needed, valid driver's license required.
