Job Description

The Facilities Manager oversees the operation, maintenance, and long-term sustainability of Borough-owned buildings and infrastructure across Arctic communities. This role ensures that public facilities—including administrative buildings, health clinics, schools, community centers, and public safety facilities—are safe, reliable, energy-efficient, and culturally respectful spaces that support residents and essential services.

Working in a remote Arctic environment, the Facilities Manager balances operational excellence, environmental stewardship, fiscal responsibility, and respect for Iñupiat traditions and community values.

Responsibilities

Facility Operations & Maintenance

  • Direct and oversee maintenance of all Borough facilities, including mechanical, electrical, plumbing, HVAC, and structural systems.
  • Develop and implement preventive and predictive maintenance programs suited for Arctic conditions.
  • Ensure compliance with local, state, and federal building codes, safety regulations, and environmental standards.
  • Respond to emergency facility issues, including extreme weather-related incidents.

Capital Projects & Infrastructure Planning

  • Lead capital improvement planning and facility upgrades.
  • Manage renovation, construction, and expansion projects from design through completion.
  • Coordinate with architects, engineers, contractors, and regulatory agencies.
  • Prepare cost estimates, budgets, and long-term asset management plans.

Environmental & Energy Stewardship

  • Promote energy efficiency and sustainable building practices.
  • Oversee waste management, water systems, and environmental compliance initiatives.
  • Support responsible infrastructure development aligned with Arctic environmental protection standards.

Budget & Contract Management

  • Develop and manage departmental budgets.
  • Oversee procurement of equipment, materials, and service contracts.
  • Monitor contractor performance and ensure quality control.

Team Leadership & Community Collaboration

  • Supervise maintenance staff and contractors.
  • Provide training and professional development opportunities.
  • Collaborate with tribal leaders, community representatives, and Borough departments to ensure facilities meet cultural and community needs.
  • Foster a culture of safety, accountability, and service excellence.

Requirements

  • Bachelor’s degree in Facilities Management, Engineering, Construction Management, or a related field (or equivalent experience).
  • Minimum 5–7 years of progressively responsible experience in facilities or infrastructure management.
  • Experience managing facilities in remote, cold-weather, or Arctic environments preferred.
  • Strong knowledge of building systems (HVAC, electrical, plumbing, structural).
  • Demonstrated project management and budget oversight experience.
  • Familiarity with OSHA safety standards and environmental compliance regulations.
  • Valid driver’s license and ability to travel between remote communities as needed.
