For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States.

NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Duties:

This position is located in the Agricultural Research Service (ARS), U.S. Department of Agriculture (USDA), in Corvallis, Oregon. The Corvallis Location is a 125,000 square feet facility. The incumbent conducts duties related to facility operations for the USDA-ARS Corvallis Location in Corvallis, Oregon. The primary purpose of the position is to plan, direct, and oversee the day-to-day operations of the facility and the maintenance, remodeling, repair, and long-term functionality of the facility, associated buildings, structures, and grounds, as well as to perform any other required special services to support the Location's mission.The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research.   • Prepares repair and maintenance proposals and facility upgrade recommendations for budget review and approval. Prepares statement of work (SOW) for facility modifications and repair and maintenance (R&M) projects. Reviews drawings, specifications and estimates for SOWs. Identifies requirements and priorities, procures the supplies and materials, and ensures the delivery of goods and services.   30%
  • Analyzes and diagnoses building system problems and develops appropriate repair plans utilizing in-house staff, cooperator, or contractor resources as required for electrical, plumbing, and HVAC repairs and alterations.   25%
  • Coordinates routine maintenance and initiates orders required for on-going contracts for generators, boilers, industrial water treatment, elevators and HVAC systems. Maintains records of inspections and corrections.   25%
  • Assists the Contracting Officer's Representatives (COR) on contracts involving federal real property. Oversees the work, reviews quality and quantity of work performed and compliance with standards. Tests required systems and new construction projects for operation and safety.   15%
  • Plans, directs and oversees general maintenance and cleaning of federal buildings, and supervises federal and/or contract employee(s) to ensure the janitorial needs of the Corvallis location facilities are met.   5%

  • Training provided as needed.

  • Physical requirements: Lifting and carrying: regularly lifting 50 lbs., with occasional lifting of up to 100 lbs.; Movement: extensive walking, standing, climbing, balancing, stooping, kneeling, crouching, and crawling; Strength/Endurance: pushing/pulling equipment weighing up to 200 lbs.; Manual Dexterity: handling tools, operating machinery, and performing repairs; Environmental Exposure: working in hot/cold temperatures, with dust, fumes, odors, or at heights up to 30 feet; Vision and hearing: excellent close-up vision for repairs and inspection, with clear hearing for safety and communication.
