Job Description
- At least 5 years of cumulative safety experience, within the last ten years.
- OSHA 30 training.
- Current Corps of Engineers Quality Control Certification (EM 385 1-1).
- Experience with Corps of Engineers RMS.
- The ability to communicate in written and oral formats with diplomacy and tact.
- An aptitude for exercising independent thinking and reasoning.
- Demonstrated knowledge of compliance in government construction or environmental projects.
- Proven knowledge in reading and comprehending construction plans and related technical documents.
- Successful track record in effectively engaging with subcontractors.
- Developing, implementing, and managing the contractor’s SOH program.
- Assist with inspections, reviews and development of Activity Hazard Analyses (AHAs).
- Ensuring compliance with safety requirements by all project personnel, including subcontractors and visitors.
- Maintaining safety reference material at the site.
- Conducting daily SOH inspections and maintaining a SOH deficiency tracking system.
- Reporting and investigating all accidents and near misses.
- Attending all pre-construction conferences, tail-gate meetings, and pre-work meetings.
- Conducting ongoing evaluations of the Accident Prevention Plan (APP) to ensure it remains current and site-specific.
- Providing and keeping records of site safety orientation and indoctrination training for all project personnel.
- Reviewing and signing the Site Safety and Health Officer Designation Letter (ENG Form 6282).
- Ensuring visitors are escorted, properly protected with Personal Protective Equipment (PPE), and receive a safety brief.
- Prepare safety meeting agendas and then conduct meetings.
- Maintain a high level of safety awareness and performance at company work sites.
- Responsible for overseeing compliance with all Corps of Engineers Safety Guidelines outlined in the EM 385-1-1 manual, as well as OSHA regulations, and a contractor's safety program.
- Administration in accordance with Corps of Engineers guidelines pertaining to company operations.
- Recognize that subcontractors are the company’s responsibility when on our work sites.
- Perform additional assignments per supervisor’s direction.
- Oversee workers including supervisors, inspectors, or field workers engaged in construction activities.
- Bachelor's Degree in Engineering, Construction Management, Occupational Safety, and Health or related field is required. An equivalent combination of education and experience may be substituted for this requirement.
- Applicable safety and health certifications.
- USACE Contractor Quality Management (CQM) certificate required.
- Knowledge of USACE Resident Management System (RMS) required.
- OSHA 30 Hour Certification and Qualify Control Certification.
- US Citizenship or Green Card certification.
- Ability to pass a background investigation.
- Clean driving record.
- Microsoft Office Suite.
- RMS.
- EM 385-1-1 40 hour certification.
- First Aid/CPR/AED.
- USACE CQM Certification.
- OSHA 30 Hour Certification.
- 5 years of continued safety training, equal to 8 hours/year of continued training and learning preferred.
