Federal Program Manager

DTC Global Services LLC is seeking an experienced and client-focused Federal Program Manager to support mission-focused federal programs across civilian agencies, including the Department of State, USDA, and related federal environments.

The Federal IT Program Manager will oversee operational, technical, and administrative delivery activities across assigned task orders and programs while ensuring alignment with client mission objectives and DTC's standards of excellence.

Job Summary

  • Serve as the primary point of contact for program-level communication, deliverables, and performance reporting.
  • Lead planning, execution, and oversight of task orders and technical initiatives to ensure compliance with federal policies, schedules, and quality standards.
  • Manage program scope, staffing, budgets, timelines, and resources to support mission-aligned outcomes.
  • Support Agile, DevSecOps, Continuous Improvement, and operational best practices across delivery teams.
  • Maintain proactive communication with Contracting Officers (COs), CORs, and client leadership.
  • Facilitate recurring status meetings, risk reviews, and operational planning sessions.
  • Coordinate effectively within multi-vendor federal environments.
  • Lead and support cross-functional technical and operational teams through mentorship, accountability, and collaboration.
  • Support recruitment, onboarding, and retention efforts to maintain delivery continuity.
  • Deliver timely and accurate reporting, including status updates, metrics, staffing visibility, and operational documentation.
  • Support compliance with applicable federal program, cybersecurity, and quality standards.
  • Support capture and proposal activities for recompetes and new opportunities.
  • Identify opportunities for operational improvement, customer satisfaction, and program growth.

Performance Expectations (First 60–90 Days)

The following reflects target performance goals and may evolve based on contract needs and onboarding progress:

  • Build strong working relationships with client stakeholders and delivery teams.
  • Develop clear visibility into active task orders, staffing, risks, and deliverables.
  • Establish consistent communication cadence with leadership and customers.
  • Support operational excellence across assigned programs.
  • Contribute to program growth, process improvement, and customer satisfaction.

Required Skills & Experience

  • Demonstrated experience managing federal programs, task orders, or complex technical initiatives within government environments.
  • Strong understanding of federal acquisition, contract administration, and reporting processes.
  • Experience leading cross-functional teams using Agile, DevSecOps, ITIL, or similar delivery methodologies.
  • Exceptional communication and stakeholder management skills.
  • Strong leadership, organizational, and resource management abilities.
  • Familiarity with federal contract vehicles such as CIO-SP3, GSA MAS, 8(a) STARS III, or similar vehicles preferred.
  • Candidates with experience supporting civilian agencies, federal shared services, enterprise IT programs, or mission support environments are encouraged to apply.
  • Experience supporting the Department of State, USDA, or similar federal environments is highly valued.

Education & Certifications

  • Bachelor's degree in Computer Science, Information Technology, Business, or a related field preferred.
  • Minimum 8 years of experience managing federal technical programs.
  • PMP or equivalent program management certification required.
  • ITIL v4, Agile, SAFe, or Scrum certifications preferred.

Clearance

  • Ability to obtain a Public Trust Clearance

  • DC Metro Area
  • Periodic onsite client visits
  • Periodic visits to headquarters (Tampa)
