Job Description

Summary This position performs work requiring advanced knowledge which is predominantly intellectual in character and which routinely exercises discretion and judgment. The advanced knowledge is in a field of science or learning and gained through a prolonged course of specialized intellectual instruction, experience, and expertise acquired in the field.

Scope

This position serves as a Project Material Manager on small Engineering, Procurement, Fabrication, and Construction (EPFC) projects or may serve as a regional lead for non-project procurement. At the Piketon (ACPx) site, this role is the Warehouse Supervisor, responsible for overseeing daily receiving, storage, and issuing activities for the site warehouse.

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal to twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner

  • Plan, organize, direct, and control an appropriate portion of the purchasing or regional indirect procurement function or direct the purchasing, expediting, or field purchasing function on a project.
  • Develop, or assist in the development of purchasing, expediting, or field purchasing activities on the project or non-project procurement in a particular region.
  • Perform material buying, expediting, or field purchasing activities in accordance with the corporate Operating System Requirements (OSR) and established project or Material Management Plans, policies, and procedures.
  • Provide general and direct supervision to the purchasing, expediting, and other support staff as assigned.
  • Responsible for the implementation, management, and monitoring of the Material Management Work Process with the approved Corporate Reference Tool for Material Management to meet project requirements and schedule.
  • Negotiate and/or provide assistance in negotiation of large to complex equipment and bulk material packages to obtain best value for the Project.
  • Review, analyze, negotiate Terms and Conditions, based on Prime Contract flow downs.
  • Maintain the highest ethical standards of Material Management professional responsibility.
  • Plan and organize own work assignments, as well as carry out tasks from management staff.
  • Maintain compliance with all applicable policies, procedures, and global standards.
  • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies.
  • Effectively develop and apply the Core Skills to the job.
  • May need to travel to attend to business related matters.
  • Meet expectations on attendance and punctuality.
  • Other duties as assigned.

Preferred Qualifications

  • Oversee daily receiving, storage, and issuing activities for the warehouse.
  • Supervise and schedule warehouse staff (receiving clerks, warehouse workers, tool room attendants, material coordinators) and ensure they are trained on procedures, safety, and system usage.
  • Ensure incoming material is moved to its assigned storage location promptly and stored according to its classification.
  • Oversee receiving, discrepancy, and material request paperwork, making sure it is entered into the system the same shift it occurs.
  • Coordinate with Quality, Engineering, and Purchasing on inspection holds, nonconforming material, and vendor discrepancies, reporting issues within 24 hours.
  • Maintain warehouse security, housekeeping, and safety standards.
  • Take overall responsibility for receiving, storing, maintaining, and issuing material until it is turned over to Construction, and coordinate issuance planning with Construction and Purchasing.
  • Coordinate positive material identification with Quality and Engineering for specified alloy or custom-fabricated/engineered items.
  • Maintain complete receiving records for each shipment (purchase order package, packing lists, freight bills, receiving reports, material certificates) and ensure hazardous/toxic materials are handled per safety data sheets.
  • Review and sign off on material receiving reports, determine what needs quality inspection, and initiate reports for any overages, shortages, or damage.
  • Schedule periodic checks of stored inventory to confirm quantities and condition, and manage preventative maintenance and shelf-life tracking for stored material.
  • Oversee outbound shipments, verifying packaging and any hazardous-material or cleanliness requirements are met before material leaves the warehouse.
