Job Description Summary:

Under limited direction, the Finance Deputy Director assists with leading and overseeing all financial activities for the organization and within the Finance Department including accounting, accounts payable, accounts receivable, treasury, investments, budget, debt issuance and management, payroll, licensing, tax collection, tax auditing, purchasing, internal auditing, the city’s retirement plans, risk management, ERP support management, capital and long-term financial strategy, and mail room. The Deputy Director delivers effective and innovative services.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Partners with the Chief Financial Officer (CFO) on strategic planning, work planning, annual operating planning (budgeting), long-term financial planning, fund structure and fund analyses, debt strategies, and ballot issues.
  • Assists the CFO in the establishment and maintenance of a sound accounting system for the city consistent with generally accepted accounting principles for municipalities and in accordance with applicable city, state and federal laws and regulations.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures continuously. Recommends methods and procedures to be followed by the department and provides progressive leadership in the initiation and enactment of new and improved departmental policies and procedures.
  • Assists the CFO in the coordination, development and implementation of financial processes, procedures and appropriate internal controls.
  • Manages ERP support activities for the Finance Department including working with staff on training programs, upgrades, reporting, and other activities related to support. Ensures finance staff are adequately responding to help desk tickets in a timely manner.
  • Assists the CFO and Finance Division leads r in development of needed training programs for both finance staff and staff throughout the city on Finance policies and procedures.
  • Partners with all finance department managers on business processes to achieve operational excellence. Manages a team of finance professionals across the spectrum of the functional needs and provides oversight, support, coordination and guidance to direct reports. 
  • Assesses current fund management structure and oversight and makes recommendations based upon best practices and operational excellence. While the Finance Department has oversight responsibility for all funds of the city, much of the daily transactional work is performed by staff in the individual departments.

MINIMUM QUALIFICATIONS

  • Ability to build strong working relationships.
  • Ability to build trust with city council members including specific finance committee members.
  • Ability to communicate complex data in understandable terms to internal and external customers.
  • Ability to demonstrate exceptional presentation skills.
  • Ability to demonstrate strong interpersonal skills and tact. Capable of building cooperative working relationships with other employees, departments, external entities, and the public. Ability to demonstrate strong management and leadership skills.
  • Ability to demonstrate working knowledge of financial administration and financial reporting
  • Ability to think strategically with a big picture orientation.
  • Valid Driver’s License and ability to maintain an acceptable motor vehicle record.
  • Have and maintain acceptable background information, including criminal conviction history.

PREFERRED QUALIFICATIONS

  • Ability to demonstrate proactive customer service skills and to instill that same ethic among finance staff.
  • Knowledge of and experience in governmental finance.
  • Knowledge of and in-depth experience in governmental finance with specific experience and knowledge in accounting, budgeting, treasury, investments, purchasing, payroll, and debt management
  • Skill and ability to seek ways to mentor and grow their professional staff.
  • Master's degree in Finance, Public Administration, Business Administration, Economics, or related field  
  • Certified Public Accountant or Certified Public Finance Officer.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in accounting, finance, or related field.
  • Eight (8) years of financial experience.
  • Five (5) years of experience in financial leadership and management.

Supervision Received: Chief Financial Officer

Supervision Exercised:  Controller, Purchasing Manager, Tax Senior Manager, Licensing Manager

WORKING CONDITIONS AND REQUIREMENTS

  • Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person.  Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials.  Sufficient manual dexterity that permits the employee to operate computers and other office equipment.  Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting.  Work may include extended periods of time viewing a monitor and operating a keyboard.  Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
  • Work Environment: Works primarily in a clean, comfortable environment.  Works in a setting subject to continuous interruptions and background noises. 
  • Machines and Equipment Used: Frequently uses standard office equipment including computers, telephones, and multi-function printers.
