Job Description

Sparks Group has partnered with a renowned government transportation contractor to seek a highly skilled and results-oriented Finance Manager of Capital and Reporting. This role involves a comprehensive range of responsibilities, to include partnering with the Capital Budget team to prepare, reconcile, and tie out the Federal Funds Report (FFR), SEFA, and related capital reporting. Key Responsibilities

Support accounting analysis and reporting related to National Transit Database (NTD) requirements, including preparation and submission of NTD filings.
Partner with the Capital Budget team to prepare, reconcile, and tie out the Federal Funds Report (FFR), SEFA, and related capital reporting.
Perform and guide analysis of capital expenditures, including variance analysis across federally, state, locally, and third-party funded projects.
Prepare, review, and approve journal entries and supporting documentation in accordance with established accounting standards and procedures.
Perform account analysis and reconciliations, including review of supporting documentation and resolution of reconciling items.

Key Requirements

Bachelor’s or Master’s degree in Accounting, Finance, or a related field.
Minimum of 5 years of relevant accounting or financial reporting experience.
At least 2 years of experience at a manager or equivalent senior level, preferably within public sector or governmental environments.
Hands-on experience with NTD reporting, capital project accounting, and federal grant reporting (FFR/SEFA).
Working knowledge of PeopleSoft and strong experience with reconciliations, journal entries, and financial analysis.
