The Asset Management Property Operations Department is responsible for protecting and enhancing the value of City-owned real estate assets and serving the operational needs of tenant businesses. In addition, the Department assists EDC in the allocation of resources among its properties.

Position Overview: The Fire, Safety & Security Manager is responsible for overseeing all physical security, fire safety, emergency response, and tenant compliance activities delivered through outsourced contractors. This role ensures the contractor meets organizational standards and that all tenants comply with building policies, safety requirements, and regulatory obligations. The manager acts as the primary liaison between the company, the contractor, and tenants to maintain a safe, secure, and compliant environment on City-owned properties within the Asset Management portfolio at NYCEDC, specifically the Sunset Park Campus in Brooklyn NY and other properties as assigned within the EDC portfolio. Work special hours and must respond to emergencies as required, 24/7 on-call duties.

Essential Duties and Responsibilities:

Vendor & Contract Management

  • Serve as the primary point of contact for the outsourced security and fire safety contractor.
  • Monitor daily contractor performance, ensuring adherence to SLAs, safety protocols, and compliance standards.
  • Conduct contract reviews, performance audits, and compliance assessments.
  • Address escalations, incident reviews, and operational issues involving contractor personnel.

Fire & Safety Management

  • Maintain fire safety policies, emergency response plans, and evacuation procedures.
  • Ensure compliance with fire codes, regulatory requirements, and corporate safety standards.
  • Coordinate fire system inspections, equipment maintenance, safety audits, fire drills, emergency evacuation exercises, and training for tenant groups.
  • Investigate fire alarms, system malfunctions, and safety-related incidents.

Security Operations Management

  • Implement established physical security policies, post orders, and site-specific procedures.
  • Oversee access control, patrols, alarm response, and incident management activities.
  • Lead investigations and ensure timely incident reporting and corrective actions.
  • Conduct security risk assessments and site vulnerability reviews.

Tenant Compliance (Security, Fire & Safety)

  • Ensure tenants comply with building security policies, fire safety requirements, and emergency procedures.
  • Conduct periodic tenant compliance audits, including inspections for fire safety and adherence to building regulations.
  • Provide guidance to tenants on security protocols, emergency plans, and life safety standards.
  • Review tenant fit-out plans for security and fire safety compliance; coordinate with Facilities and contractors as needed.
  • Communicate changes in building policies, procedures, and safety requirements to tenants.
  • Manage non-compliance cases, issue corrective actions, and follow up on remediation progress.

Budgeting & Resource Planning

  • Review contractor proposals and invoices in order to ensure that NYCEDC does not overpay for services.
  • Forecast staffing and resource needs based on occupancy, risk levels, and tenant activity.
  • Support RFP processes and vendor selection for outsourced services.

Technology & Reporting

  • Work Order Management: Input service requests into the automated work order system, track and close out as needed.
  • Oversee security and fire safety systems including CCTV, access control, fire alarms, and emergency communication tools.
  • Produce reports on incidents, fire safety compliance, tenant compliance, system performance, and contractor KPIs.
  • Recommend and implement technology enhancements to improve safety and security across the property.

Minimum Qualifications:

  • Bachelor's degree in security management, fire safety, occupational health & safety, business administration, or related field (preferred).
  • 4+ years in security, fire safety, property management, or compliance; experience overseeing contractors is essential.
  • Must possess or be able to pass any City-required training or other qualifications for licensing.
  • Strong knowledge of physical security systems, fire protection, building regulations, and tenant compliance requirements.
  • Must maintain a valid NYS Driver License with clean driving record.
  • Excellent communication, leadership, and stakeholder engagement skills.

Preferred Qualifications:

  • Advanced certifications such as CPP, PSP, PCI (ASIS), NFPA Fire Inspector I/II, NEBOSH Fire Safety, or IOSH Managing Safely and Fire Safety Director.
  • Formal training in fire safety or emergency management.
  • Knowledge of building codes and regulatory requirements including fire code, life safety standards, and tenant compliance frameworks.
  • OSHA 30 Hour Construction Safety
  • NYC DOB 40 Hour Site Safety Manager

Salary Range

$80,000-$82,000 USD
