BUSINESS LICENSING SUPERVISORDepartment: Community and Economic DevelopmentDivision: Building ServicesPay Grade: GRADE 150: $68,668.72 - $99,569.65 Annual Salary ($33.01 - $47.87 Hourly Rate)FLSA Status: Non-Exempt, Merit, Full-Time, & Eligible for Benefits GENERAL PURPOSESupervises, plans, organizes, and coordinates the daily operations of Business Licensing within the Building Services Division. Oversee the processing, issuance, renewal, suspension, revocation, and administration of business licenses while ensuring compliance with applicable federal, state, and local laws, ordinances, and policies. Administers the City's Good Landlord Program and business license appeals process; provides leadership and development for Business Licensing staff; participates in division budget management and purchasing activities; promotes teamwork, operational excellence, customer service, and continuous process improvement. Receives general direction from the Building Services Director and exercises direct supervision over assigned staff.ESSENTIAL JOB FUNCTIONS Leadership & AdministrationPlan, organize, prioritize, assign, supervise, and evaluate the work of Business Licensing staff. Establish performance expectations, monitor productivity, and conduct employee performance evaluations. Provide coaching, mentoring, training, and professional development opportunities for assigned staff. Participate in employee recruitment, selection, discipline, and corrective action processes. Develop and implement division goals, objectives, policies, procedures, and performance standards. Promote a culture of teamwork, accountability, customer service, and continuous improvement. Business Licensing AdministrationOversee the processing, issuance, renewal, amendment, transfer, suspension, revocation, and closure of all business licenses. Ensure business license applications comply with City ordinances, state statutes, and departmental policies. Interpret business licensing regulations and provide guidance to staff, applicants, business owners, and the public. Coordinate review of applications with Planning, Building, Fire, Engineering, Police, Finance, Legal, and other City departments. Ensure statutory and departmental processing deadlines are consistently met. Oversee the annual business license renewal process. Review and authorize complex licensing decisions and exceptions within delegated authority. Good Landlord ProgramAdminister and coordinate all aspects of the City's Good Landlord Program. Coordinate inspections, compliance activities, reporting requirements, and program communications. Maintain program records and prepare reports for management and elected officials as required.Coordinate with Community Risk Reduction, Police, and other departments regarding program compliance. Appeals & ComplianceCoordinate and administer the business license appeals process. Schedule hearings, prepare documentation, coordinate notifications, and attend appeal hearings. Ensure compliance with applicable legal requirements and City procedures. Respond to complex customer complaints and regulatory inquiries. Financial & Administrative ManagementAssist in developing, administering, and monitoring the Business Licensing operating budget. Monitor expenditures and recommend budget adjustments. Administer a Purchasing Card (P-Card) in accordance with City purchasing policies. Purchase approved supplies, equipment, and services necessary for Business Licensing operations. Monitor vendor contracts and service agreements assigned to Business Licensing. Ensure compliance with City financial policies and purchasing procedures. Technology & Records ManagementMaintain the integrity of the City's business licensing database and electronic records. Coordinate with Information Technology staff regarding system enhancements, testing, updates, and issue resolution.Ensure records are maintained in accordance with GRAMA and approved records retention schedules. Identify opportunities to improve technology and business processes. Customer Service & CommunicationProvide exceptional customer service to residents, businesses, contractors, and other stakeholders. Respond to complex customer concerns and resolve issues in a professional and timely manner. Represent Business Licensing at meetings, hearings, and community events. Prepare correspondence, reports, presentations, and other written materials. Reporting & Performance ManagementPrepare monthly, quarterly, annual, and other operational and statistical reports. Monitor licensing activity, renewal rates, delinquent accounts, Good Landlord participation, and overall performance. Analyze operational data and recommend improvements to increase efficiency and customer service. Develop and maintain performance measures for Business Licensing operations. General ResponsibilitiesParticipate in departmental planning initiatives and strategic projects. Maintain effective working relationships with City departments/divisions, outside agencies, and the public. Participate in safety and risk management activities. Attend required meetings, conferences, and training. Perform other related duties as assigned.EDUCATION AND EXPERIENCE REQUIREMENTSBachelor's degree in Business Administration, Public Administration, Finance, or a closely related field. Five years of progressively responsible experience in business licensing, permitting, municipal administration, regulatory compliance, or a related field. Two years of supervisory or lead experience preferred. SPECIAL REQUIREMENTSPossession of, or ability to obtain, an appropriate, valid Utah driver's license within 180 days of hire. Employees will be required to complete NIMS IS100, IS200, IS700, and IS800 within three months of hire.KNOWLEDGE, SKILLS, AND ABILITIESKnowledgeBusiness licensing principles and practices.
