Job Description

We are seeking someone to join our team as a Sanctions Compliance Coverage Professional (ISG / IM) in Global Financial Crimes to be responsible for compliance and regulatory matters pertaining to economic sanctions programs adhered to under the Firm's Global Sanctions Policy, including the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC), His Majesty's Treasury of the United Kingdom's Office of Financial Sanctions Implementation (OFSI), the United Nations Security Council (UNSC), and the Council of the European Union (EU Council).In the Legal & Compliance division, we assist the Firm in achieving its business objectives by facilitating and overseeing the Firm's management of legal, regulatory and franchise risk. This is a Director level position within the Sanctions Compliance team, where you will be responsible for compliance and regulatory matters pertaining to economic sanctions programs under the Firm's Global Sanctions Policy.Since 1935, Morgan Stanley is known as a global leader in financial services, always evolving and innovating to better serve our clients and our communities in more than 40 countries around the world.In Global Financial Crimes (GFC), you will play a critical role in identifying potentially suspicious activity, protecting vulnerable individuals, and safeguarding the integrity of the financial system. GFC coordinates day-to-day implementation of the Firm's financial crime prevention efforts. Including governance, oversight, and execution of the Firm's Anti-Money Laundering (AML), Sanctions, Anti-Corruption and Government and Political Activities Compliance programs.If you are passionate about financial crimes prevention, seeking a rewarding and dynamic career, and focused on making a difference, then GFC might be the right team for you.What you'll do in the role:

  • Assist in the ongoing development, administration, and implementation of the Firm's economic sanctions compliance program, including review and investigate escalated payments and/or transactions identified for potential matches to sanctions lists; ensure prompt handling and response
  • Address sanctions related queries from first line risk, business, and operations groups with respect to sanctioned products and related risks, work with GFC business advisory and legal teams to advise the lines of business on issues, performing and reviewing highly sensitive client and transaction search information, reporting, escalating and documenting results
  • Maintain awareness of regulatory changes related to economic sanctions, ensuring proper communication and timely implementation of new procedures and/or enhanced due diligence programs in compliance with any change in laws and regulations
  • Develop, recommend, and implement risk-based processes and controls to ensure business unit compliance with economic sanction, especially emerging regimes, and programs
  • Draft, maintain and implement economic sanctions policies and procedures, where appropriate, develop content and deliver training to relevant internal audiences concerning economic sanctions, and collect, interpret, and escalate metrics regarding sanctions compliance-related events
  • Coordinate with the Risk Assessment team on the annual economic sanctions Risk Assessment, assist with regulatory exams and inquiries and internal audits, including overseeing document productions, and conduct ad hoc due diligence projects

What you'll bring to the role:

  • Strong academic credentials; Bachelor's degree required
  • At least 7 years' relevant experience, preferably at a large/complex financial institution, law firm, or government/regulatory body
  • Detailed understanding of the laws, rules, regulations, and industry best practice pertaining to economic sanctions, in particular the sanctions programs administered and enforced across EMEA and by OFAC, and experience in managing export control risk
  • Experience in configuration of client and transactional screening technologies and management of alert disposition processes, as well as ability to understand and assess complex commercial transactions
  • Highly motivated self-starter able to work independently while collaborating and coordinating as part of a global program, strong interpersonal skills, communications skills, attention to detail, and effective time management
  • Strong project management skills, analytical and problem-solving skills and the ability to provide viable solutions in a time-sensitive environment and to appropriately escalate issues internally
  • Certification as an Anti-Money Laundering Specialist by ACAMS or equivalent AML certification/license - or certification within first 15 months of employment

Expected base pay rates for the role will be between 90000 and 155000 per year at the commencement of employment.  However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
