Governance Manager, Trade Compliance

Job Summary:

In this role you will leadand managethe development and standardization of Trade Compliance governance tools, processes, and controls to ensure clear decisionmaking, accountability, and performance standards. Ensuringcompliance with U.S. Customs and other regulatory requirements through effective policies, risk assessments, internal controls, and monitoring.You’lloverseethepolicydevelopment and continuous improvement of SOPs, systemsimplementation, auditing, and corrective action programs.Partnercrossfunctionally with Logistics, Legal, Risk Management, IT, and key stakeholders to drive compliance, reduce regulatory risk, and improve operational efficiency.

Major Areas of Responsibility

  • Supports the development and execution of trade compliance audit strategies and programs, supporting TJX’s participation in CBP’s CTPAT / ISA Trusted Trader program.

  • Designs,maintainsvalidates andensureimplementation of internal controls and procedures to ensure compliance with Customs and other importing government agency regulatory requirements.

  • Oversees execution of system governance processes and framework, including review and approval of system changes, enhancements, and configurations to ensure operational compliance and internal controls. Including collaboration with business partners to evaluate and communicateimpactof system changes and audit strategies to ensure effective risk mitigation.  

  • Develops, documents, and implements audit governance mechanisms and decision rights within the Trade Compliance functions; directs processes to conduct periodic reviews and updates

  • Develops, implements, and ensures adherence to procedures, recordkeeping requirements, standards, and tools to support consistent process execution, reporting, and communication across the Trade Compliance organization.

  • Partners with various Business Leaders and Logistics Associates define process and procedure requirements, resources, and tools whileestablishingand managing a consistent cadence for internal and external stakeholder communications related to governance,processand system updates. 

  • Ensures training,implementationand ongoing governance of new or revised policy and procedures while managing andmaintainingresources including Logisticswebsite, SharePoint sites, and repositories for SOPs, SOWs, and related documentation.

  • Leads targeted risk assessments and compliance with governance framework and regulatory requirements 

  • Identifies,reportsand escalates compliance and operational risks,issuesand control enhancements.

  • Manages governanceprogram, delivery,implementationand alignment to company goals andobjectives

  • Review, obtain approval and publish/communicate Decision Rights 

  • Escalates to Leadership non-compliance areas and operational risks

  • Manages governance program assessment and decides recommendations.

  • Determinesmodifications to process, recommendations on best practices to improve overall compliance, efficiency, reduce import cost/duty, mitigaterisk.

MinimumRequirements

  • Bachelor’sDegree ,CBP Broker License, Preferred certification in Project Management

  • 5+ minimum years of work experience in Regulatory Compliance, experience with risk and controls management program / project management and global supply chain

  • Advanced knowledge of global trade regulations and customs compliance

  • Experience leading cross functional programs/projects 

  • Demonstrated success in impact assessment and change management 

  • Microsoft Office Suite and other office management tools and applications

  • System governance,controlsand workflow implementation

Actual starting pay is determined by a number of factors, including relevant skills, qualifications, and experience. This position is eligible for an annual incentive as well as long-term incentives.
