Job Description

In December 2025, Google announced an agreement to acquire Intersect, to enable more data center and generation capacity to come online faster while accelerating energy development and innovation. After close, we'll continue doing exactly what we were built to do - develop, construct, and operate the most ambitious power and data infrastructure in the country.

Intersect's operations will remain separate from Alphabet and Google under the Intersect brand. We're on an aggressive growth trajectory and looking for people hungry to tackle the largest energy challenges on the planet.

Location & Team Gatherings

Intersect has been a fully flexible workplace since its founding in 2016. We've been very intentional about the way we do things. We are currently looking for candidates located within 60 miles of any of the listed hubs to foster more in-person connections while maintaining our flexible remote culture.

About This Role

As part of Intersect's Government Affairs team, you'll lead state-level policy and regulatory strategy across the South Central region, serving as the company's regional large load expert as we expand deeper into digital infrastructure and data center power delivery. This role sits at the intersection of energy infrastructure development, regulatory advocacy, and large load interconnection strategy across ERCOT and SPP.

This role is critical to supporting Intersect's expansion into data center construction and operations following our strategic partnership with Google. You'll shape legislative and regulatory outcomes that directly impact high-growth infrastructure projects, ensuring our business model aligns with evolving political, regulatory, and market dynamics.

Team Overview

This team plays a critical role in advancing Intersect's mission to accelerate the renewable energy transition by shaping policy environments that enable large-scale energy infrastructure development. Government Affairs partners closely with Development, Permitting, Community Engagement, and executive leadership to align public policy strategy with commercial objectives. By building strong relationships with policymakers, regulators, and industry stakeholders, the team ensures Intersect can responsibly scale its impact while navigating complex legislative and regulatory landscapes.

What You'll Do

Shape Regional Regulatory Strategy

  • Represent Intersect before state legislatures, public utility commissions, grid operators (ERCOT and SPP), and executive agencies across the South Central region

  • Influence regulatory proceedings impacting large load interconnection, transmission planning, and market design to support Intersect's digital infrastructure strategy

  • Translate complex regulatory developments into clear internal guidance and recommended actions for executive and development teams

  • Ensure active proceedings in ERCOT, PUCT, and SPP reflect and protect Intersect's evolving business model

Advance Legislative Priorities

  • Identify and champion strategic policy initiatives that enable rapid deployment of energy and digital infrastructure

  • Track and assess state-level legislation across TX, OK, KS, NM, AZ and adjacent SPP states for business impact

  • Advocate Intersect's positions and build consensus among legislative offices, regulatory staff, and industry partners

  • Coordinate closely with the Head of Texas Government Affairs to align state-level strategies

Build Strategic Relationships & Coalitions

  • Maintain strong, trusted relationships with policymakers, executive officials, regulators, and key regional stakeholders

  • Lead coalition-building efforts across corporate partners, trade associations, digital infrastructure organizations, and NGOs

  • Represent Intersect in regional and national energy and infrastructure associations

  • Position Intersect as a leader in power generation infrastructure supporting data center growth

Lead Campaigns & Deploy Resources

  • Develop and execute regional campaign plans to achieve legislative and regulatory objectives

  • Plan, budget, and manage political contribution strategy in alignment with company priorities

  • Oversee and coordinate outside consultants, lobbyists, legal counsel, and technical advisors

  • Support and potentially manage regional Government Affairs team members as the function expands

Support Cross-Functional Execution

  • Partner with Development, Permitting, and Community Engagement teams to align government affairs strategy with project milestones

  • Provide strategic guidance where regulatory and political dynamics intersect with project delivery

  • Deliver clear internal reporting on policy developments, advocacy efforts, and emerging risks

What You'll Bring

  • 5+ years of experience in utility, regulatory, or private-sector roles focused on electric power system planning for large loads, including interconnection, transmission constraints, and new generation or storage

  • Deep familiarity with ERCOT and SPP market design, regulatory structures, and interconnection processes

  • Demonstrated regulatory affairs experience, with the ability to navigate utility commissions and administrative proceedings

  • Experience with land use, zoning, and permitting for large-scale industrial, digital, or energy infrastructure projects

  • Working knowledge of environmental resource considerations tied to large energy-intensive facilities and ability to advocate for practical, data-driven policy solutions

  • Proven success building coalitions and aligning diverse stakeholders around complex policy objectives

  • Strong political judgment and commercial sensibility, with the ability to balance policy goals and business realities

  • Exceptional written and verbal communication skills, including the ability to distill complex technical and regulatory issues into actionable strategy

  • Experience managing consultants, lobbyists, and external advisors

  • Ability to work effectively in a remote-first environment with approximately 30% regional travel

  • High levels of discretion, sound judgment, and executive presence

  • Bachelor's degree required; advanced degree in public policy, law, engineering, or a related field preferred

  • Strategic, forward-thinking mindset - you see around corners and shape outcomes rather than simply reacting to them
