We are currently looking for a Government and Regulatory Affairs Analyst to join our team!

Position Summary

The Government and Regulatory Affairs Analyst supports Keel Infrastructure's permitting, entitlement, and government relations efforts across the company's data center infrastructure projects. This role blends regulatory tracking and compliance support with government relations coordination — monitoring permit status, tracking legislation and rulemaking, preparing briefing materials, and supporting engagement with elected officials and agency staff. This is a foundational role well-suited for a detail-oriented professional looking to build a career in regulatory affairs, government relations, or land use/permitting within the infrastructure and energy sector.

Key Responsibilities

Government Relations Support

  • Track pending state and local legislation, rulemaking, and policy developments relevant to data center and energy infrastructure development
  • Prepare briefing materials, one-pagers, and talking points for meetings with legislators, township officials, and agency staff
  • Maintain and update contact databases for elected officials, staffers, and agency representatives
  • Coordinate scheduling and logistics for meetings, hearings, and testimony involving company leadership
  • Draft or assist in drafting public comments submitted during agency rulemaking processes

Regulatory Tracking & Compliance Support

  • Maintain permit tracking logs and status dashboards across active projects (federal, state, and local approvals)
  • Monitor regulatory deadlines, public comment periods, and agency filing requirements
  • Assist in preparing permit applications, exhibits, and supporting documentation for submission to agencies such as PADEP and local zoning/planning boards
  • Research applicable regulations and precedent for new project sites or jurisdictions
  • Support compliance reporting and recordkeeping for approved permits

Cross-Functional Support

  • Partner with the LD&E team and other senior staff on project-specific regulatory strategy
  • Compile status reports and briefing summaries for internal leadership review
  • Support special projects and research assignments as needed

Qualifications

Required

  • Bachelor's degree in Political Science, Public Administration, Environmental Policy, or a related field
  • 3–5 years of experience in government affairs, regulatory affairs, public policy, or a related support role
  • Strong written and verbal communication skills, including the ability to synthesize technical/regulatory information for non-technical audiences
  • Excellent organizational skills and ability to manage multiple deadlines across projects
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and comfort with tracking/database tools

Preferred

  • Experience in energy, infrastructure, data center, or utility sectors
  • Familiarity with Pennsylvania state and local government processes and ability to learn government and regulatory structures in other jurisdictions
  • Prior exposure to environmental and regulatory permitting processes

Working Conditions

  • Occasional travel to project sites, township meetings, or state capital for legislative engagement
  • Some evening hours may be required to support public meetings
