Job Description

Title: HR Payroll Manager

Reports to: Director of HR Services

Status: Salaried – Exempt

Salary Range: $71,452.91-$96,671.58 (aligned with company's pay band structure)

Summary Description

The HRS Payroll Manager is responsible for overseeing payroll administration, managing internal HR and payroll staff, and ensuring client satisfaction in payroll services. This role combines leadership, compliance with state and federal regulations, and operational management to deliver top-tier payroll services. The Payroll Manager ensures efficient service delivery, compliance, and contributes to team development and service improvements.

Key Responsibilities

Client Relationship Management

Serve as the primary payroll related contact for assigned clients, ensuring all payroll services are delivered effectively and efficiently. Conduct regular check-ins with clients to review payroll performance and service improvements through various methods such as Partnership calls. Conduct regular client check-ins and satisfaction reviews, resolving issues and providing solutions proactively. Work with other departments when necessary to ensure smooth HR/Payroll procedures such as UCP, Stale-Dated Checks, PosPay, etc.

Payroll Management

Oversee end-to-end payroll processes, ensuring accurate and timely payroll execution for multiple clients. Supervise payroll associates and ensure compliance with all payroll-related regulations, including tax filings, garnishments, and deductions. Manage the integration of HRIS systems and payroll platforms, ensuring accurate and timely data entry.

Team Leadership & Management

Lead and mentor the payroll team, assign tasks, conduct performance evaluations, set development goals, and provide training. Ensure the team meets client service-level agreements (SLAs) and maintains high-quality payroll service delivery including KPI's are met. Foster a continuous learning environment and professional growth within the team.

Compliance & Risk Management

Stay informed of and ensure department compliance with federal and state payroll regulations, including FLSA, tax laws, and wage-hour laws. Work with HRIS/Payroll platform vendors to do the same. Plan and supervise payroll related projects for the department. Conduct payroll audits and manage payroll-related reporting requirements such as ACA/ERM, BLS, and CalSavers, etc. Address any potential compliance risks and proactively resolve issues.

Process Improvement & Strategy

Identify opportunities to improve payroll service delivery and streamlining processes. Lead or participate in HR projects aimed at enhancing client satisfaction and operational efficiency. Collaborate with senior leadership to ensure payroll strategies align with company and client goals. Advise and aim to provide platinum customer service to clients and employees enabling proper utilization and maintenance of standard operating procedures (SOPs).

Training & Client Support

Conduct payroll system training for both internal staff and clients. Assist with onboarding/offboarding clients to ensure the smooth integration of payroll services and applicable team assignments. Provide ongoing guidance to clients on payroll best practices and compliance; may assist with consulting clients. Utilize quality improvement processes to document procedures and to improve procedures.

Qualifications

Education

  • A Bachelor's degree in HR, Business Administration, or a related field required
  • CPP (Certified Payroll Professional) certification preferred.
  • HR certification (PHR, PHRca, SPHR, SHRM-CP, AWI-CH, or SHRM-SCP) is a plus

Experience

  • 5+ years of progressive payroll experience, with at least 2 years in a management or supervisory role
  • Strong knowledge of Federal & multi-State regulations, tax laws and compliance with PR/HRIS systems
  • Experience with HRIS and Payroll systems and platforms

  • High attention to detail, with analytical and organizational skills
  • Ability to manage multiple clients and prioritize effectively to meet deadlines
  • Leadership and decision-making skills
  • Proficiency in Microsoft Office applications (Word, PowerPoint, Excel, Outlook)
  • Expertise in payroll software (i.e. ADP, Paychex or iSolved) and various POS systems
  • Ability to follow professional appearance and dress code guidelines
