Description

Location: Indo-Pacific Region 
ECC is seeking candidates for a Marine ConstructionHealth and Safety Manager position for upcoming work in the Indo-Pacific Region. This position is primarily responsible for ensuring compliance with health and safety requirements on construction projects as defined by Company standards, governmental regulations, and contractual obligations. This position may oversee loss prevention on concurrent multiple or large construction projects encompassing a number of subcontractors. In this position, you will:
  • Ensure the implementation of Accident Prevention Plans (APP), Health and Safety Plans, applicable regulations and SOPs.
  • Actively promote and support the health and safety programs at construction project sites
  • Oversee the completion of Activity Hazard Analysis (AHA) preparation and acceptance
  • Facilitate health and safety training for Company staff, subcontractors, and any parties required to participate to ensure achievement of exceptional health & safety performance, including developing training content and delivering course information
  • Author health and safety related documentation (reports, logs, records, and site-specific risk mitigation plans), completing required information for daily reports and client communications in a timely and accurate manner
  • Ensure that all documentation is organized and stored as required
  • Conduct regular inspections to assess compliance with applicable requirements on active construction sites
  • Take appropriate actions to prevent loss and mitigate risk in accordance with Company standards and practices
  • Ensure that deficiencies are corrected in a timely manner and to acceptable measures
  • Represent the Company in a positive and professional manner in client and regulatory agency interactions, serving as the primary point of contact for site health & safety
  • Collaborate with Project Managers to ensure that health and safety activities are effectively incorporated into construction plans and operations
  • Log health and safety incidents in the Company Incident Database
  • Facilitate incident investigations and completion of associated documentation
  • Verify implementation and close-out of corrective actions
  • Provide mentoring, direction, and subject matter expertise to Health & Safety Supervisors and/or junior level staff
  • Participate in employment interviews and make hiring recommendations
  • Provide performance feedback regarding junior level staff
  • Interface effectively with senior management, escalating issues appropriately and making recommendations regarding policy & procedure
  • Complete subcontractor reviews
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position
Requirements
  • The ability to communicate in written and oral formats with diplomacy and tact
  • An aptitude for exercising independent thinking and reasoning
  • Demonstrated success in teaching others health and safety concepts and requirements
  • Skilled in leading others without formal reporting authority
  • Proven knowledge of US Army Corps of Engineers EM 385-1-1, OSHA 1910 and 1926
  • Competent in using Microsoft Office products, email systems, and Windows
  • Eight years of progressive work experience in a position directly related to health and safety
  • Must have expericne on large marine projects. 
  • Must be able to obtain and maintain military base pass as required
  • Must be able to obtain and maintain US Government Security Clearance at the Secret level or above
  • Current US Driver’s license and good driving record
  • Travel: Must be able and willing to travel periodically.
  • Education: A Bachelor’s degree in Occupational Health & Safety, Construction Safety, or a related field is required. An equivalent combination of education and experience may be substituted for this requirement.
Preferred Qualifications
  • Successful leadership of subcontractors and project teams in support of health & safety endeavors
  • Previous success in working effectively in a dotted-line reporting structure
  • Direct responsibility for contract compliance in government construction projects (NAVFAC, USACE, AFCEE as well as federal regulations)
  • Hands-on experience with construction safety compliance and high-hazard work activities
  • Certified Safety Professional (CSP) or equivalent designation
  • HAZWOPER 40-Hour Certification and 8-Hour Refresher Certification (if required for specific project scopes)
  • HAZWOPER Supervisor Certification (if applicable)
  • USACE Contractor Quality Management (CQM) Training
  • OSHA 30-Hour Construction Certification
  • Experience in marine construction methods
  • Experience in construction of wharfs, piers, or other over water concrete structures.
  • Experience in marine piling utilizing auger or hammer driven steel caisson piles
  • Experience in construction of pile caps and installation precast beams and precast slabs.
  • Experience in marine dredging, ideally using mechanical excavation and /or cutter head dredging techniques.
  • Experience in placing and constructing channel markers, maker foundations and supporting infrastructure
  • Experience in construction mooring dolphins and mooring systems testing methods.
  • Experience and ability to work with and manage work crews from differing cultural and geographical back grounds.
ECC targeted salary range for US locations average is $85,000 to $110,000 annually. Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
