Job duties:

Provide operational oversight of staff and processes for the DDS Community and Employment Support (CES) Waiver Applications and Member Support units. Ensure CES Waiver operations comply with state and federal requirements and DDS policies. Identify process improvements and monitor performance metrics to support efficient program operations.

Supervise staff by assigning workload, leading team meetings, and conducting hiring, training, and performance evaluations. Supervise waiver application intake, eligibility review, reconsideration processes, and member support activities. Monitor workflow and application status to ensure accurate and timely waiver determinations.

Provide technical guidance to staff on complex cases, policy interpretation, and documentation requirements. Review and assist with the resolution of escalated cases, provider inquiries, and participant concerns.

Preferred Qualifications:

Experience with Medicaid/Medicaid Waiver programs, preferably CES Waiver or HCBS programs. Knowledge of state and federal Medicaid regulations and eligibility processes.

Supervisory experience managing staff, workload, and program operations. Strong problem-solving skills with the ability to interpret policy and review complex cases.

Experience with program reporting, data tracking, and performance monitoring. Effective communication and collaboration with staff, providers, and stakeholders. Background in public health, health administration, social services, or a related field.

Job Summary

The Health Program Supervisor/Expert is responsible for supervising the operations of one or more public health programs or program teams, ensuring compliance with state and federal requirements, overseeing strategic direction, and serving as the agency's primary expert in a designated public health domain.

Primary Responsibilities

The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts. Supervise, mentor, and evaluate program staff including coordinators, specialists, and support personnel engaged in program development, delivery, or compliance monitoring. Serve as the subject matter expert (SME) for a specific public health domain such as chronic disease prevention, infectious disease control, environmental health, maternal and child health, or emergency preparedness. Oversee the development, execution, and evaluation of multiple or complex public health programs, ensuring alignment with agency priorities, grant requirements, and best practices. Provide technical leadership in policy development, strategic planning, and procedural implementation for assigned program areas. Monitor and evaluate program outcomes using qualitative and quantitative data to ensure efficiency, impact, and equity. Oversee budget development, fiscal reporting, and resource allocation, ensuring efficient and compliant use of funds. Guide the preparation of grant applications, legislative reports, and program audits, and present findings to leadership or public health boards.

Knowledge and Skills

Advanced knowledge of public health program administration, grant and budget management, and regulatory compliance. Proficiency in analyzing and presenting health data, epidemiological trends, and policy impacts to inform program direction. Skilled in performance measurement and quality improvement for public health service delivery. Familiarity with state and federal laws, public health accreditation standards, and emerging health policy issues.

Minimum Qualifications

A bachelor's degree in public health, health science, social work, education, public administration, or a closely related field, plus three (3) years of experience in public health, program coordination, or health education, plus one (1) year of supervisory experience.
