JOB SUMMARY

The Hearing Officer is responsible for conducting administrative hearings, including informal reviews, tenant grievance hearings, and Housing Choice Voucher (Section 8) participant hearings, in accordance with U.S. Department of Housing and Urban Development (HUD) regulations and Public Housing Authority (PHA) policies. The position serves as an impartial decision-maker, ensuring due process through the fair review of evidence, orderly conduct of hearings, and issuance of clear, well-supported written decisions.

DUTIES AND RESPONSIBILITIES

  • Review all hearing materials and evidence in advance, including hearing packets, to identify relevant issues and applicable regulations.
  • Preside over administrative hearings, ensuring an orderly, respectful, and procedurally sound process for all participants.
  • Evaluate testimony, documentation, and other evidence using a preponderance-of-the-evidence standard.
  • Render impartial, independent decisions based on HUD regulations, PHA policies, and applicable legal standards.
  • Prepare clear, concise, and well-reasoned written determinations that document findings and outcomes.
  • Ensure procedural integrity by confirming compliance with due process requirements and proper notification standards.
  • Collaborate as needed with PHA staff, Legal Aid representatives, 504 coordinators, and other stakeholders.
  • Maintain confidentiality and professionalism throughout all proceedings.

QUALIFICATIONS

  • Bachelor's degree in Public Administration, Business, Legal Studies, Social Sciences, or a related field, or equivalent education and experience.
  • Strong working knowledge of Public Housing and Housing Choice Voucher (HCV) program regulations and PHA policies.
  • Demonstrated ability to interpret and apply regulations, policies, and case-related evidence objectively.
  • Excellent verbal communication skills for conducting hearings and managing proceedings.
  • Strong written communication skills with the ability to produce clear, defensible hearing decisions.
  • Proven analytical skills and sound judgment when weighing testimony and documentary evidence.
  • Ability to work independently and exercise impartial decision-making authority.
  • High level of professionalism, integrity, and attention to detail.
  • Proficiency in written and spoken English is required to effectively communicate with customers, team members, and management.
  • Professional working proficiency in Spanish/Creole a plus.

PREFERRED QUALIFICATIONS

  • Prior experience conducting administrative or quasi-judicial hearings.
  • Familiarity with HUD grievance procedures, informal hearing requirements, and due process standards.
  • Experience working with public housing authorities, legal aid organizations, or regulatory agencies.

  • Continually required to utilize hand and finger dexterity.
  • Continually required to talk or hear.
  • Continually utilize visual acuity to operate equipment, read technical information, and/or use a keyboard.
  • Occasionally/required to lift/push/carry items up to 25lbs.
