Location: Totem Lodge- 1438 SE Division Portland, OR 97202

Schedule: This is an In-person position, Monday through Friday, 8:30am- 5:00pm

Wage Range: $65,750.00 - $88,000.00 Exempt, Salaried

Position Overview:

The Housing Outreach Supervisor is responsible for overseeing the implementation and day to day operations of the homeless outreach and housing placement services. This position provides clinical supervision and oversight for QMHA staff providing street outreach, housing placement and short-term housing retention services in the community. The position is responsible for extensive collaboration with multiple NARA NW programs and partner agencies to ensure effective services and compliance with all grants and contracts. In addition, this position is responsible for ensuring all homeless outreach services incorporate an Integrated Care approach that focuses on cultural, physical, and emotional well-being. Approaches utilized by NARA NW's homeless outreach programs include Assertive Engagement and Housing First principles. The Outreach Supervisor works cooperatively with other housing supervisors and program managers to ensure consistent quality of services and client centered approach for transitioning into homeless to housing programs, short term rental or long term housing program (PSH).

What you will do:

  • Provide administrative and clinical supervision for staff providing street outreach, engagement, housing placement, and short-term housing retention services to individuals and families experiencing homelessness, with a focus on providing culturally specific services for Native Americans.
  • Accompany outreach staff in the field as needed to help engage homeless adults, Veterans, and families to better support staff and client.
  • Ensure Housing First, Trauma Informed Care, and Assertive Engagement principles are utilized in delivery of services.
  • Ensure compliance with grant and contract requirements, including reports and service documentation; conduct regular reviews of paper charts and electronic records; collaborate with the Housing Operations Supervisor to ensure timely and thorough data collection, and assist with regular reports as needed.
  • Ensure appropriate service data is maintained within multiple database systems, including Athena, RPMS and HMIS.
  • Manage Rapid Rehousing Funds (RRH) with street outreach program and MHT (family) program. Review fund requests for approvals and track spend down of program funds.
  • Maintain thorough and accurate records in both written form, electronic records, and through the Homeless Management Information System (HMIS).
  • Collaborate extensively with community partners, property managers and other NARA NW programs to ensure positive relationships and access to resources for NARA NW participants.
  • Provide clinical consultation to outreach staff working with persons experiencing behavioral health crises; provide crisis assessment, management, and intervention as needed
  • Be able to engage in outreach activities to support team members with severe weather outreach and complete Coordinated Housing Access assessments (MSST) in the community.
  • Manage and help cover Coordinated Housing Access drop- in services and housing assessment hours at Totem Lodge.
