Job Description Summary:
Under general supervision, the Homelessness Program Manager plays an integral part in supporting the implementation of city’s homelessness strategy. This position provides specialized program management related to contracts, budget and financial tracking, and program data and performance reporting for homelessness initiatives. This position provides accurate contract administration, monitors expenditures and funding alignment, and maintains reliable program data. This position is responsible for developing and maintaining reports and documentation, reviewing invoices and payment requests, and supporting compliance with contractual and funding requirements. In addition, this position works closely with internal city departments to support effective program implementation by identifying data trends, potential risks, and technical issues related to contracts, budgets or performance reporting, and by providing analysis and information to inform policy decisions.Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develops response plans for emerging community issues related to unsheltered homelessness, as part of the homelessness team, and coordinates programming between local sheltering resources.
- Acts as contract manager for contracts under the purview of the Adult Homelessness division and manages procurement processes for shelter and outreach funding including negotiation and RFP processes. This includes monitoring all contracts for compliance, including both desktop and onsite monitoring in collaboration with the Finance and Compliance divisions and managing the legal review processes for all contracts and amendments.
- Supports shelter and service provider relationships through evaluation of data collection efforts and cross-program analysis, creation of program enhancements and contract management.
- Reviews all payment requests for accuracy, funding availability, and eligibility under the contract or granting requirements, submits approved requests for payment, works with Finance to create draw requests for grant funding and other financial reporting concerns.
- Works with the Homelessness Policy Advisor to connect outreach and housing efforts, including participation in regional homelessness response meetings, including Housing Exits-Providers, and Policy Implementation Team meetings.
- Works with the Homelessness Policy Advisor to develop an annual work plan and ensures implementation.
- Supports data collection, analysis, and reporting related to outcome tracking for the city’s homelessness strategy, public dashboards, daily bed utilization analysis and other outcome measurement/reporting.
- Manages the Point in Time Count processes, including coordination with regional and county efforts, data collection, and planning of search teams and processes.
- Coordinates, as part of the Homelessness Team, the setup of any Council-approved extreme weather sheltering, acts as a shelter manager in the event of extreme weather conditions, and provides input toward any after-event plan revisions.
- Serves on various other city and community committees and work groups.

PREFERRED QUALIFICATIONS
- Ability to demonstrate experience in homelessness policy and programs.
- Master's degree in related field; or equivalent of twelve (12) years related experience may substitute for the education requirement only.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor's degree in Public Administration, Public Policy, Public Health, Human Services, Social Work, Planning, or related field; or equivalent of eight (8) years related experience may substitute for the education requirement only.
- Three (3) years of progressively responsible experience directly related to the duties and responsibilities specified working with nonprofit, government, or other complex organization

WORKING CONDITIONS AND REQUIREMENTS
- Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Ability to work under stress from deadlines and public contact.
- Work Environment: Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises. This position is subject to the City’s Hybrid Work Policy which establishes a minimum in-person work schedule of the equivalent number of hours associated with two (2) days per standard work week. Must be present within the State of Colorado and be able to work in-person according to the Hybrid Work Policy at the time of employment. Attendance at occasional evening and weekend meetings may be required to perform the duties and responsibilities associated with this position.
