PURPOSE OF CLASSIFICATION
The classification of this position acts as a liaison between employees and benefit companies assisting in the coordination and administration of benefits programs for Anderson County Government including but not limited to health insurance, dental insurance, flexible benefits, retirement, disability, supplemental coverages, and employee assistance programs. Works closely with the Director in executing the County's health management goals.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required or assigned.
- Designated HIPAA Officer
- Answer a large volume of telephone and in-person benefit inquiries
- Answer benefits questions, research specific questions, and respond as necessary.
- Receive, review, and process benefits applications.
- Serve as liaison between employees and benefits companies; resolve claim problems as necessary with the confirmation of the Human Resources and Risk Management Director.
- Communicate with representatives from benefit companies to discuss benefit/claim issues.
- Process new hire benefit information.
- Assist with employee orientations to ensure precise interpretation of benefits is accomplished.
- Compile benefit spreadsheet(s).
- Process and reconcile insurance billing and spreadsheets.
- Work closely with the payroll staff to ensure that levels of coverage for all employees on benefit plans are accurate.
- Assist with the coordination of employee leaves of absence ADA, USERRA, FMLA, disability, etc. for benefit continuity and employer law compliance.
- Conduct leave audits at the Director's request and maintain leave database/spreadsheet.
- Maintain updated employee records with all relevant information.
- Ensure all employee change information is entered into all required databases.
- Assist with the coordination of annual Benefit Information Sessions and Open Enrollment.
- Assist the Human Resources and Risk Management Director with special projects as necessary.
- Assist the Human Resources and Risk Management Director at meetings as needed.
- Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
- Participates in knowledge transfer among HR staff.
MINIMUM QUALIFICATIONS
- Bachelor's Degree in Human Resources, Management or a related field; Minimum of 2-4 years in a variety of human resource assignments and/or invoice billing, or an equivalent combination of education and experience.
