Job Description

Our client is a premier utility company specializing in rapid response and storm chasing to utility companies and contractors in need of a quick reaction force to repair power outages when they need it most. Responsibilities:

  • Union & Labor Relations
  • Review and interpret multiple union collective bargaining agreements (CBAs).
  • Serve as the primary point of contact for any questions regarding the CBAs and communicate with Business representatives as needed
  • Ensure compliance with contract terms related to wages, overtime, call-outs, per diem, travel time, and storm premiums, etc.
  • Support grievance handling, investigations, and disciplinary actions in alignment with CBAs.
  • HR Administration & Compliance
  • Manage all HR administrative functions, including onboarding, offboarding, employee records, certifications, and compliance documentation.
  • Maintain accurate personnel files and HRIS data for both union and non-union employees.
  • Ensure compliance with federal, state, and local employment laws across multiple jurisdictions.
  • Oversee policy administration, handbook updates, and internal HR processes.
  • Coordinate drug testing, background checks, licensing, and credential tracking.
  • Storm Response & After-Hours Support
  • Provide HR support during emergency storm response, including evenings, weekends, holidays, and extended deployments.
  • Support rapid onboarding and workforce scaling during storm events.
  • Coordinate with operations and payroll on storm-related pay structures, overtime, and emergency differentials.
  • Remain available outside normal business hours to address urgent labor, payroll, or employee relations issues.
  • Blue Sky Operations Support
  • Support ongoing HR needs for non-storm utility operations, including staffing, workforce planning, and administrative support.
  • Partner with operations to align labor resources with contract and project needs.
  • Ensure consistent HR administration across storm and Blue Sky workforces.
  • Payroll, Benefits & Timekeeping
  • Partner closely with payroll to ensure accurate timekeeping, wage calculations, and compliance with union and storm pay rules.
  • Responsible for entering administrative payroll and reviewing all union and storm payrolls.
  • Oversee union benefit payment compliance and accuracy on a monthly basis.
  • Administer admin benefits enrollment, changes, and employee inquiries.
  • Support audits related to payroll, labor compliance, and contract adherence.
  • Training, Safety & Workforce Readiness
  • Coordinate required training, certifications, and safety documentation in collaboration with safety and operations teams.
  • Track compliance with utility, OSHA, and client-specific workforce requirements.
  • Support a safety-first culture across all field and office personnel.
  • Leadership & Internal Support
  • Act as a trusted, on-site HR resource for employees, supervisors, and leadership.
  • Provide guidance to managers on policy interpretation, documentation, and employee relations.
  • Support organizational growth through scalable and compliant HR practices.

Qualifications

  • Required
  • Bachelor’s degree in Human Resources, Business Administration, or professional experience in a related field.
  • 5+ years of HR experience in a unionized environment, preferably utilities, construction, or emergency response.
  • Strong experience administering and interpreting union CBAs.
  • Proven ability to manage high-volume HR administration.
  • Ability to work in person and remain available outside normal business hours, including during emergency storm events.
  • Preferred
  • HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR).
  • Experience supporting emergency storm response or mutual aid operations.
  • Experience working with both union and non-union workforces.
  • Familiarity with field-based, mobile utility crews.

  • This is a fully in-person role requiring daily on-site presence.
  • Regular after-hours, weekend, and holiday availability is required, especially during storm response.
  • Travel may be required during major storm events or operational needs.
$90,000 - $105,000 a year
