Job Description

Structural Group, Inc., develops and integrates products, engineering support, repair and maintenance services to provide value-added solutions to owners, engineers and contractors. We are seeking an experienced and detail-oriented Human Resources Operations Manager to join our growing HR team. This role is responsible for overseeing many of the core operational and compliance functions of Human Resources, ensuring the company remains compliant with federal and state employment requirements while delivering outstanding internal service to employees, managers, and business leaders.

The HR Operations Manager will serve as the company's subject matter expert for employment-based immigration and work authorization programs, I-9 and E-Verify compliance, affirmative action and EEO reporting, and various HR operational processes. This position will also play a key role in the administration and optimization of our Workday HCM environment in partnership with HR leadership and the HRIS Analyst.

What You Will Do

HR Compliance & Regulatory Programs

  • Manage company compliance with federal, state, and local employment regulations and reporting requirements

  • Oversee EEO, Veterans and Affirmative Action programs.

  • Partner with internal and external stakeholders during compliance reviews, audits, etc.

Immigration, Work Authorization & Employment Eligibility

  • Serve as the primary administrator for all company-sponsored employment-based visa and immigration programs.

  • Coordinate and manage employment visa processes, including partnerships with outside immigration counsel and government agencies.

  • Advise managers and employees regarding sponsorship options, work authorization requirements, timelines, and compliance obligations.

  • Monitor changing immigration regulations and recommend process improvements as needed.

  • Oversee the company's Form I-9 and E-Verify programs to ensure compliance with federal employment eligibility verification requirements.

  • Conduct periodic audits and training related to I-9 and E-Verify processes.

HR Operations

  • Supervise and develop the HR Generalist, providing coaching, guidance, and support on day-to-day HR operations.

  • Oversee processes for employment verifications and unemployment claims, ensuring timely and accurate responses while supporting the HR Generalist in execution of these activities.

  • Manage the company's annual employee service award and recognition program.

  • Participate in the development, implementation, and continuous improvement of HR policies, procedures, and processes.

Human Resources Information Systems (HRIS)

  • Serve as a key business partner in the administration and ongoing enhancement of Workday HCM.

  • Collaborate closely with the HRIS Analyst and HR leadership team to support system functionality, data integrity, reporting, process improvements, and user adoption.

  • Assist in testing, implementation, and deployment of system enhancements and new functionality.

  • Support development of HR metrics, dashboards, and reporting to inform business decisions.

What You'll Need to Succeed

  • Bachelor's degree in Human Resources, Business Administration, or a related field.

  • 7+ years of progressive Human Resources experience, including significant responsibility in HR operations, compliance, or HR administration.

  • Strong working knowledge of U.S. employment-based immigration and work visa sponsorship programs.

  • Experience administering Form I-9 and E-Verify programs.

  • Experience managing EEO reporting, Affirmative Action Programs, and other employment compliance obligations.

  • Excellent organizational skills with exceptional attention to detail and follow-through.

  • Strong analytical, problem-solving, and project management abilities.

  • Ability to manage multiple priorities while maintaining a high degree of accuracy and confidentiality.

  • Outstanding communication and interpersonal skills with the ability to work effectively across all levels of the organization.

  • Experience with Workday HCM administration, configuration support, reporting, or process management strongly preferred.

  • Experience supporting a company with international operations is highly desirable.

  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification preferred.
