Job Description

Prism Health is the only nonprofit LGBTQIA+ health center providing comprehensive primary care, behavioral healthcare, and pharmacy services in the Pacific Northwest (Oregon and Washington). Since opening its doors in 2017, Prism Health has become a model for culturally specific care and now serves over 4,000+ patients with a wide range of services, from day-to-day primary care and pharmacy needs to targeted services like gender-affirming care and specialized population health screenings.

Prism Health a program apart of CAP Northwest is excited to announce that we are hiring skilled and team-oriented HRSA Compliance & 340B Program Manager. The HRSA Compliance & 340B Program Manager is a hybrid role that combines HRSA Bureau of Primary Health Care (BPHC) compliance oversight with hands-on management of the 340B Drug Pricing Program. The position carries two co-equal mandates: ensuring the organization meets all Health Center Program requirements (annual reporting, policy adherence, quality program coordination) and running day-to-day 340B operations including split-billing administration, inventory reconciliation, and third-party administrator (TPA) management. This role serves as the organization's working subject-matter expert across both domains and is central to protecting federal funding, FQHC look-alike status, and the 340B savings that sustain mission-critical programs for LGBTQ and underserved populations CAP Northwest and Prism Health service in Oregon and SW Washington.

New to 340B? Apply anyway. We know the ideal candidate for this role may come from a compliance, healthcare operations, or analytical background without deep 340B experience - and that's okay. We provide training and support to help you earn your 340B ACE certification and grow into the program's technical side.

This is a Full-Time role working at our Prism Health locations in SE and N Portland. The schedule for this role is 8:30am-5:00pm. Hybrid Monday-Friday 3days in office, 2 days work from home.

Starting pay is a range of $75,000-$85,000 depending on experience.

Who You Are

  • Bachelor's degree in healthcare administration, Public Health, Business Administration, or related field

  • 3-5 years professional experience in healthcare setting

  • Strong analytical and reconciliation skills

  • Clear written/verbal communication skills

  • Experience preparing formal reports and/or compliance correspondence

  • Ability to translate complex regulatory requirements into actionable operational steps

  • 340B ACE (Apexus Certified Expert), or has ability to become ACE Certified within six months of hire

What You'll Do

  • Help develop, implement, and maintain the HRSA Compliance Plan aligned with the BPHC Compliance Manual

  • Monitor compliance with Health Center Program Requirements (42 CFR Part 51c, HRSA Policy and Information Notices, Grant Terms and Conditions)

  • Support the organization's liaison relationship with HRSA/BPHC regional offices and compliance monitors

  • Chair Prism Health Quality Committee and provide quarterly quality reports to Board of Directors

  • Maintain up-to-date policies and procedures on 340B processes in conjunction with internal teams and outside counsel/auditor(s).

  • Develop systems and processes to limit program liabilities and provide proper audits to identify risk and prevent duplicate discounts and diversion.

  • Review 340B Program policies and procedures on an ongoing basis and offer contributions and changes to ensure 340B compliance.
