Job Description:

  • Conduct comprehensive workforce, labor market, policy, and operational research to support the National Instructor Pipeline Framework and Regional Pilot effort focused on the Submarine Industrial Base (SIB) and Maritime Industrial Base (MIB).
  • Perform national-to-local instructor supply and demand analysis across priority skilled trades, training providers, employers, and geographic regions to identify workforce bottlenecks, throughput constraints, and pilot opportunities.
  • Support the development of baseline metrics, demand-gap assessments, and instructor workforce ecosystem mapping related to instructor recruitment, onboarding, credentialing, qualification, deployment, and retention.
  • Research and analyze policy, accreditation, labor, and credentialing requirements affecting instructor qualification standards and training delivery feasibility.
  • Develop and maintain inventories of training providers, instructor development pathways, credentialing programs, and workforce ecosystem stakeholders aligned to SIB/MIB workforce priorities.
  • Conduct qualitative and quantitative analysis using stakeholder interviews, focus groups, workforce data, labor market information, employer feedback, and benchmarking research to identify scalable workforce development practices.
  • Support the development of instructor archetypes, journey maps, and scenario-based analyses to evaluate instructor pipeline effectiveness across regions, trades, and provider types.
  • Assist in evaluating training throughput indicators, instructor readiness metrics, provider capacity constraints, and workforce performance outcomes to support evidence-based recommendations.
  • Prepare publication-ready reports, presentations, briefing materials, white papers, and analytical deliverables that align with SWIB contract standards and Government expectations.
  • Collaborate with employers, shipyards, training providers, community colleges, workforce organizations, accrediting bodies, government stakeholders, and project partners to gather data, validate findings, and support project execution.
  • Support the development of deliverables and work products including demand-gap assessments, instructor pipeline framework materials, implementation recommendations, pilot planning documentation, KPI frameworks, and operational reports.
  • Assist project leadership with stakeholder engagement activities, project coordination, meeting support, data management, and other project administration requirements necessary to support successful delivery of the program.

Required Skills and/or Experience:

  • Ability to maintain confidentiality and manage sensitive information with discretion and professionalism.
  • Strong research, analytical, and critical-thinking skills with demonstrated ability to synthesize qualitative and quantitative workforce data into actionable findings.
  • Experience conducting workforce development, labor market, industrial base, education, or public policy research and analysis.
  • Familiarity with workforce ecosystem mapping, labor market information systems, workforce demand forecasting, and education/training program analysis.
  • Understanding of workforce development systems, credentialing pathways, accreditation environments, and skilled-trades training programs.
  • Ability to interpret and analyze complex datasets, labor statistics, policy guidance, and operational information from multiple sources.
  • Strong written and verbal communication skills with demonstrated experience preparing technical reports, briefing materials, proposals, white papers, or executive-level presentations.
  • Experience facilitating stakeholder engagement activities such as interviews, workshops, focus groups, or collaborative working sessions.
  • Ability to cultivate and sustain relationships across industry, government, education, and workforce development stakeholders.
  • Familiarity with the defense industrial base, maritime industry, manufacturing workforce development, or related national security workforce initiatives preferred.
  • Proficiency with Microsoft Office products and workforce/data analysis tools to support research accuracy, reporting quality, and analytical rigor.
  • Ability to work independently in a fast-paced project environment while managing multiple priorities and deadlines.
  • Must be a U.S. citizen.

Degree Requirements:

  • Bachelor's degree required in Public Policy, Workforce Development, Economics, Education, Industrial/Organizational Studies, Business, Data Analytics, Political Science, Research Methods, or related field.
  • Master's degree preferred.
  • In lieu of degree requirements, candidates with 10+ years of relevant experience in workforce development, labor market analysis, Government programs, industrial base initiatives, education systems, or legislative/policy environments may be considered.
