Job Description
Human Resources / Safety Manager- Underground Utilities ConstructionOffice- Martinsburg, WV regionOur Client, a well-established underground utility construction company, is seeking an experienced Human Resources and Safety professional. Company staff ranges from 85-95 corporate and field employees.
The Human Resources / Safety Manager directs Personnel Operation - recruitment and selection, personnel and training file maintenance, employee relations, employment law and compliance, compensation and benefits administration and Payroll.
This position is also responsible for overseeing the company’s Safety department by maintaining and reviewing required safety training and DOT files, managing workers’ compensation, auto, general liability and ensuring regulatory compliance.
Qualifications
- 3+ years in Human Resources management and / or occupational safety experience
- Previous HSE experience in the construction safety environment a plus
- Bachelor’s Degree focused on Human Resources, Safety Management, Business Administration, or related field is preferred
- Strong computer skills in Microsoft Office, especially MS Excel
- Effective leadership skills to guide management and support and motivate staff
- Solid understanding of the key principles of employment law
- Ability to manage stressful situations, including during disciplinary actions or staff conflicts
- Works well under pressure and deadlines
- Clear verbal and written communication skills; professional presentation skills for both large and small groups
- Valid Driver’s license with clean Motor Vehicle Record per company’s insurance standards
Responsibilities:
- Oversee the recruitment, selection, and the onboarding processes
- Maintain CDL and Non CDL driver files including medical cards, MVRs, and driver’s license as well as ensure all DOT compliance including the clearing house
- Monitor various aspects of an employee’s performance, such as attendance and PTO leave
- Ensure company’s procedures comply with employment law and regulations
- Access the need for training and implementing training programs with department managers accordingly
- Manage disciplinary processes and ensure consistency and proper documentation by management staff
- Review pay structures and employee incentives and benefits to ensure budget and competitiveness
- Collaborate with management and employees to promote a culture of safety awareness and accountability
- Maintain up-to-date knowledge of industry, best practices, and emerging safety trends
Schedule and Benefit Overview:
- Salary level based on related experience
- Schedule Monday- Friday 7:00am- 4:00pm
- Medical, Dental & Vision Insurance coverage is available after 90 days of service

- Vacation, Sick Leave, and Holiday Pay offered
