Job Description

The contractor shall provide Human Resource (HR) specialist support services to perform analytical and technical services to the NSWCPD HR Division. Typical areas requiring support include: Labor & Employee Relations, Staffing, Classification, Student Outreach and Recruitment, Workforce Development, Human Resource and Information Systems (HRIS). The contractor shall support the NSWCPD HR office by reviewing and providing recommendations resubject to approval by the Government on regulations, policies, and practices under Title 5, United States Code, and other statutes and legal authorities as applicable to provide informational support to officials, supervisors, and employees as they relate to the HR management principles.

The contractor shall provide HR support services to NSWCPD Policy, Planning, and Analysis Branch located in the HR Office by helping to create a strategic human capital plan with the approach to reaching the organization’s strategic goals and objectives. Design and implement those strategic approaches by collaborating with management and the HR office.

 The contractor shall provide support to assist in the design and planning for a future workforce that is responsive to dynamic changes in mission and business practices brought on by completing factors such as downsizing, technological advances, and competition in the labor market. The contractor shall analyze trends and forecast changes in workforce requirements that will meet future mission demands. The contractor shall research and analyze options best suited to particular missions, labor markets, and work technologies. The contractor shall design and conduct comprehensive HR studies. The contractor shall identify and propose solutions to HRM problems and issues. The contractor shall plan, organize, and/or direct team efforts to make recommendations where the quotes involve substantial organization resources or require extensive changes in established procedures and methods. The contractor shall develop, interpret, and analyze data extracts and reports from automated HR databases and/or develop the most efficient and effective automated systems approaches for presenting HR reports and graphics for management.  Contractor shall provide HR data analytics and produce visuals for out briefs.

The contractor shall provide support to management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives. The contractor shall identify and propose solutions to HRM problems and issues that are characterized by their breadth, importance, and severity and for which previous studies and established techniques are frequently inadequate. The contractor shall perform analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives. The contractor shall apply analytic techniques in the evaluation of project objectives and contributes to the implementation of strategic direction.

The contractor shall provide support and maintenance for the human resource personnel information systems in addition to other technology utilized by the HR team. The contractor is responsible for ensuring the confidentiality, integrity, and availability of human resource personnel systems and data through the planning, analysis, development, implementation, maintenance, and enhancement of human resource personnel information systems, policies, procedures, and tools. The contractor shall serve as a technical point-of-contact for human resource personnel information systems and tools and assists HR personnel with ensuring data integrity, testing of system changes, report writing and analyzing data flows for process and quality improvement opportunities. The contractor shall conduct risk assessments of HR personnel information systems to identify potential vulnerabilities and risks.

The contractor shall ensure information assurance policies, principles, and practices are being followed. The contractor shall manage HR information systems personnel access levels and roles to safeguard all human resource data to include Personally Identifiable Information (PII). The contractor shall manage request for personnel data based on a need to know to protect PII. The contractor shall use data to build project plans and ensure adherence to schedule and other specifications. The contractor shall train new system users and coworkers on procedures and new processes/functionality. The contractor shall implement, maintain, and operate automated HR information system(s) for assigned organizations. The contractor shall utilize standard or existing software tools or documentation specifications.

 The contractor shall assist with the Command Awards ceremonies (i.e. contacting award recipients, printing certificates, framing certificates, managing and ordering supplies and writing award’s script). Contractor shall provide support for processing incentive awards in DCPDS to include cash awards, time-off awards, performance awards, and quality step increases. Contractor shall provide support for functions of the Command’s External Awards Program, which includes soliciting award nominations, editing and drafting award nominations, routing awards for approval, creating supervisor briefs, ensuring the Command is in compliance with higher level goals and metrics, and working with NAVSEA HQ awards program managers.
