Community Health Action of Staten Island (CHASI) drives dramatic improvements in the health of New Yorkers by feeding people who are hungry, healing families broken apart by violence, and bridging the gaps between people and the compassionate health care they deserve. CHASI provides outreach, education, prevention, and direct support services for populations most affected by health disparities - people with low or no income, low-income people with chronic illnesses, people with criminal justice involvement, people who use drugs, domestic violence survivors, people of color, and the LGBTQ community.

POSITION SUMMARY:

The Human Resources department provides comprehensive support to CHASI staff team to ensure smooth people operations of the organization and to enhance staff satisfaction and effectiveness. The department plays a crucial role in driving CHASI's culture in alignment with our mission and core values. CHASI has approximately 150 employees when fully staffed.

The Human Resources Manager is a unique generalist role that is responsible for managing a variety of day-to-day and ongoing tasks to support the life cycle of employees at CHASI. This includes, but is not limited to, leading and facilitating onboarding, offboarding, benefits administration, recruitment, staff engagement, staff relations, and special projects. The Human Resources Manager will be supervised by, and work as a collaborative partner with, the Vice President of Human Resources and will have the opportunity to help develop the department and agency-wide initiatives. This is a management-level position based on the scope of and competencies required for the role; it does not directly supervise any employees at this time.

This role is primarily in person, with the option of one remote work day per week following the onboarding period.

DUTIES & RESPONSIBILITIES:

Recruitment:

  • Seek out and maintain relationships with appropriate venues and stakeholders to promote employment opportunities
  • Develop job descriptions and distribute available opportunities on internal and external recruitment settings, including online and in person recruitment events
  • Assist with all facets of recruitment to identify strong candidates to fill open positions

Onboarding:

  • Coordinate and facilitate first day onboarding processes with new hires, including coordination with supervisor and facilities, document verification and completion, facilitation of first day HR onboarding meeting, setting up the employee in HRIS and training systems, creating employee IDs and business cards
  • Co-facilitate monthly orientation sessions
  • Perform clearance and background check processes; communicate with employees and external partners as needed to ensure background checks are completed within the required timeframe

Benefits:

  • Review monthly benefit invoices and reconcile the benefit provider invoice information with internal back up to provide to the Finance department in order to produce payment
  • Process benefits enrollments, terminations, changes, and COBRA notifications
  • Facilitate benefits information sessions for staff and respond to individual benefit inquiries

Staff Engagement & Culture Development:

  • Represent Human Resources on internal staff committees and external partner meetings
  • Help coordinate special events such as annual open enrollment, annual staff appreciation events, and other agency-wide or HR-related initiatives
  • Assist in the development, implementation, and review of staff engagement surveys and other assessment and engagement activities

Administration:

  • Assist the Vice President of Human Resources in the creation and implementation of systems that will enhance the organization and productivity of the Human Resources department
  • Create and organize paper and electronic personnel files and other records; regularly assess files and recordkeeping for completeness
  • Collect and track HR-related data, meetings, events, and training participation, as well as receipt of required documents; perform follow up as needed
  • Ensure compliance related to the functions of the department; actively seek out information about changing HR/employment/labor laws and policies
  • Draft communications such as offer letters, separation letters, status change letters, benefits enrollment information, leave documentation, and agency-wide updates
  • Assist with the development and implementation of HR policies and procedures
  • Organize and schedule meetings for the department including, but not limited to, onboarding, orientation, investigations, exit interviews, and trainings; assist with facilitation of meetings and investigations as needed
  • Complete internal and external reporting, employment verifications, background checks, and other documentation gathering; work with Vice President to identify trends
  • Coordinate and track completion of all agency-wide trainings
  • Participate in all internal and external audits requiring HR records
  • Monitor Human Resources emails and other communications and respond promptly and/or bring to the attention of the Vice President
  • Perform all functions in alignment with CHASI's Mission, Vision, and Core Values
  • Other duties as assigned

Requirements

  • At least 3 years of experience in a Human Resources role and ability to demonstrate an understanding of the duties as described above
  • A degree or certification in Human Resources preferred; additional experience may be considered in lieu of a degree or certification
  • At least 2 years of experience with project and/or people management.
  • Facilitation or public speaking experience preferred; ability to understand and relay policies, benefits information, and other information to others in a confident way required
  • High attention to detail required; strong reading comprehension and writing skills and basic mathematical skills required
  • Ability to keep information confidential and function with honesty and integrity at all times required
  • Must have excellent interpersonal skills and the ability to appropriately communicate with individuals at all professional levels and with a variety of backgrounds and lived experiences; must be able to stay calm and communicate clearly in stressful situations; must be outgoing and enthusiastic; must be able to work effectively both independently and while working with others
  • General knowledge of local and federal employment and labor laws and practices
  • Must be deadline-driven and proactive; must have the ability to set priorities and balance multiple tasks
  • Enjoy an evolving and changing work environment and have a commitment to CHASI's mission, vision, and core values
  • Excellent problem solving, strategic, and critical thinking skills
  • Knowledge about and commitment to diversity, equity, and inclusion efforts
  • Computer literate, including internet navigation and Microsoft Office (Excel, Word, PowerPoint, Outlook) proficiency required. Experience with Paylocity HRIS/Payroll system preferred
  • Experience working or volunteering in a non-profit organization preferred

Pay & Benefits:

The pay range for this role is generally $66,300 - $71,300 annually, commensurate with relevant experience and qualifications and in alignment with internal equity.
