Job Description

Job Summary:

The Human Resources (HR) Manager leads day‑to‑day HR operations for a rural, patient‑centered hospital and affiliated clinics. This role partners with leaders across nursing, clinical, and support services to recruit and retain scarce rural talent, support leaders, strengthen culture, and ensure regulatory compliance. The HR Manager directly supervises and develops one HR Generalist, ensuring high‑quality, timely service delivery in recruiting, onboarding, benefits/leave administration, employee relations, some payroll coordination, and records management.

Duties/Responsibilities:

  • Provide hands-on leadership of the HR function; plan work, set priorities, and coach/mentor the HR Generalist to grow capabilities and service levels.
  • Build strong partnerships with department leaders to anticipate workforce needs, advise on staffing models, and resolve employee issues promptly and fairly.
  • Establish service standards, standard work, and simple, scalable processes suited to a small, rural team.
  • Own end to end recruiting for clinical and non-clinical roles: job design, postings, community outreach, screening, interviews, references, and offers.
  • Develop rural specific pipelines (schools, regional job boards, military/veteran programs, local community networks) and coordinate with trusted staffing partners for hard to fill roles.
  • Lead workforce planning with department heads; track vacation days, time to fill, and retention risk; recommend incentives or schedule adjustments appropriate for rural settings.
  • Ensure a warm, efficient onboarding experience with day one readiness, badge/access, required training, and role specific checklists.
  • Partner with leaders to run engaging orientations; implement 30/60/90-day check ins and first year retention tactics.
  • Serve as a trusted, confidential resource for managers, guide leaders on coaching, documentation, corrective action, and conflict resolution.
  • Maintain and administer HR policies, handbook, and job descriptions; ensure consistent application.
  • Ensure compliance with federal and state laws and healthcare standards (e.g., Title VII/EEOC, ADA, FMLA, FLSA, I 9/E Verify, HIPAA privacy for employee information, OSHA reporting, and HR aspects of CMS/Joint Commission personnel requirements).
  • Oversee required screenings and clearances (background checks, OIG/GSA exclusions, drug screens, immunizations, license/credential verification) and maintainaccurate personnel files.
  • Coordinate benefits administration with brokers/vendors; guide employees through eligibility, life events, and annual enrollment.
  • Administer leaves (FMLA, ADA accommodations, military, workers' compensation) in compliance with policy and law; maintain required notices and tracking.
  • Collaborate with payroll/finance to ensure accurate changes and deductions.
  • Help leaders identify training needs and arrange accessible learning for a small, multi hat workforce; track mandatory education.
  • Support recognition programs, engagement surveys, and local culture building that reflects rural community values.
  • Own the HRIS data integrity; create simple dashboards for headcount, vacancies, turnover, time to fill, and leave utilization.
  • Prepare routine HR reports for leadership and the board (as requested).
  • Partner with the Safety/Quality team on incident reporting trends, return to work, and light duty options.
  • Maintain compliant records and audit readiness for personnel files and licensure logs.
  • Manage the HR operating budget; oversee vendors (recruiting platforms, background checks, HRIS, benefits partners) for cost, service, and compliance.

Required Skills/Abilities:

  • Working knowledge of FMLA, FLSA, ADA, Title VII/EEOC, I9/E-Verify, HIPAA privacy for employee information, and OSHA basics; ability to interpret and apply policy consistently.
  • Proficiency with HRIS and Microsoft 365; strong written and verbal communication.
  • Proficiency with or the ability to quickly learn the organization's HRIS and talent management systems.
  • HR experience in healthcare and/or a rural or critical access environment.
  • Familiarity with CMS/Joint Commission HR related requirements, licensure tracking, and occupational health workflows is preferred.

Education and Experience:

  • Bachelor's degree in Human Resources, Business, Healthcare Administration, or related field-or equivalent experience is preferred.
  • 5+ years of progressive HR experience with demonstrated competence in employee relations, recruiting, and benefits/leave administration.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
  • Must be able to access and navigate each department at the organization's facilities.
