MISSION:

WHO YOU ARE:
The Human Resources Manager is responsible for leading and administering core human resources functions across the organization, including recruitment, employee relations, compliance, leave administration, workers' compensation, certification, and HR operations.
The position works in close partnership with senior leadership to support workforce planning, organizational effectiveness, regulatory compliance, and the execution of human capital strategy across all schools. This role requires a high level of independent judgment, discretion, and the ability to manage complex personnel and compliance matters in a multi-site educational environment.
Do You Have What It Takes?
Minimum Qualifications:
Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field
Minimum of five (5) years of progressively responsible HR experience
Strong knowledge of employment law, HR compliance, and employee relations practices
Experience administering leave programs (FMLA/NJFLA) and workers' compensation systems
Familiarity with NJDOE certification requirements and the NJEdCert System
Preferred Skills and Work Experience:
Master's degree in Human Resources or related field
SHRM-CP, SHRM-SCP, PHR, SPHR certification, or Principal or School Leader NJDOE certification
Experience in a multi-site educational organization or charter school network is highly desired
Strong background in HR operations, compliance, and workforce systems
THE ROLE:
Talent Acquisition & Staffing
Manage full-cycle recruitment, selection, and hiring processes across all schools
Develop and implement recruitment strategies, including job fairs and targeted outreach initiatives
Collaborate with school and organizational leaders to identify staffing needs and support workforce planning
Ensure compliance with New Jersey Department of Education certification requirements for all hires
Certification & Regulatory Compliance
Oversee compliance with NJDOE certification requirements (CE, CEAS, Standard, Provisional, Limited CE)
Utilize NJEdCert to verify, track, and maintain certification records for all instructional and support staff
Ensure adherence to federal, state, and local employment laws, board policies, and organizational procedures
Support audit preparation and regulatory reporting requirements
Employee Relations & Labor Compliance
Manage employee relations matters, including investigations, disciplinary actions, grievances, and conflict resolution
Provide guidance to school and organizational leadership on personnel matters, policy interpretation, and labor agreements
Ensure consistent and equitable application of HR policies and procedures
Maintain confidentiality and compliance in all personnel-related matters
Leave Administration & Compliance
Administer employee leave programs, including the Family and Medical Leave Act (FMLA), New Jersey Family Leave Act (NJFLA), and other applicable leave policies
Ensure compliance with all federal and state leave laws, timelines, documentation, and eligibility requirements
Manage leave tracking, determinations, and employee communications
Coordinate with payroll and benefits to ensure accurate processing and benefits continuation
Serve as the primary resource for leave compliance interpretation and application
Workers' Compensation & Risk Management
Administer the workers' compensation program, including injury reporting, claim submission, and case management
Coordinate with insurance carriers, third-party administrators, and legal counsel as needed
Monitor claims activity and support return-to-work and light-duty programs
Ensure compliance with workplace injury reporting and safety requirements
Analyze trends and recommend risk mitigation strategies
HR Operations & Systems Management
Oversee HR operational processes, including onboarding, offboarding, and personnel file management
Maintain HRIS systems and ensure accuracy, integrity, and confidentiality of employee data
Develop and manage systems to track certification, compliance, and workforce metrics
Standardize HR processes across multiple school sites
Provide coordination and functional direction for HR administrative support activities as assigned
Organizational Support
Assist with organizational planning, staffing adjustments, and operational improvements
Partner with leadership on HR initiatives that support organizational goals and effectiveness
Contribute to the development and refinement of HR policies and procedures
Data Analysis & Reporting
Develop and analyze HR metrics, including vacancies, turnover, leave utilization, workers' compensation trends, and compliance indicators
Prepare reports and presentations for senior leadership and governing board review
Use data insights to inform HR strategy, operational improvements, and decision-making
Salary range: $85,000 - $110,500
Term of Employment: 12 months
