The Digital Modernization Sector is seeking a highly qualified Program Manager (PM) to support the Department of Homeland Security (DHS) Transportation Security Administration (TSA) Trusted Operations, Maintenance, Cybersecurity, Assurance, and Technology (TOMCAT) program in Springfield, VA, supporting the TSA Office of Information Technology (OIT) Information Assurance and Cyber Security Division (IAD).

Primary Responsibilities:

  • Organizes, directs, and manages task order operation support functions, involving multiple, complex, and inter-related project tasks in support of the Information Assurance and Cyber Security Division (IAD)

  • Maintains and manages the client interface with IAD project client POCs

  • Coordinates and collaborations with customer and Contractor personnel to formulate and review task plans and deliverable items

  • Ensures conformance with project schedules

  • Establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and delegates responsibilities to subordinates and oversees the successful completion of all assigned tasks

  • Duties include performing systems requirements analysis, functional analysis, timeline analysis, trade studies, requirements allocation and interface definition, technical management, integration, system testing, and quality assurance.

  • Work closely with the engineering and architecture contractor to successfully transition projects to operations and maintenance mode

  • Manage open communications, close collaboration, and continuous, productive feedback with the engineering and architecture contractor

Basic Qualifications:

  • Requires BA/BS in a technical or management discipline

  • Requires 8 years total prior relevant experience with a minimum of 4 years of Program Management experience

  • Experience working on digital transformation/modernization contracts with a focus on cybersecurity by design, cloud migration, automation, and AI/ML services

  • Experience managing transition of engineering projects from an engineering and architecture contractor and to sustain the projects

  • Strong analytical and problem-solving skills

  • Experience managing information assurance and cyber security projects/programs

  • Customer focused, strong leader

  • Experience building collaborative working relationships with customers, technical staff, senior managers, and peers

  • Possess a Secret clearance

Desired Qualifications:

  • Certifications:

    • PMI Program Management Professional (PMP) certification

  • Experience:

    • Managing program execution in a CMMI Level 3 or above environment and/or in accordance with ISO-9001 certified processes

    • Experience in the DHS and/or TSA programs, contracts, and mission requirements

Clearance Required:

  • Must possess an active DoD Secret clearance at time of consideration.

Pay Range $131,300.00 - $237,350.00
