Founded in 1945, the Lane Council of Governments (LCOG) is one of the oldest councils of governments, enhancing public services in Lane County and beyond. Governed by a Board of Directors, LCOG partners with local governments and special districts in GIS Planning, Personnel Management, Transportation, and Senior and Disability Services. Located in Eugene, LCOG benefits from the city's vibrant university, nightlife, and recreational opportunities.
The Local Government Personnel Institute (LGPI), established in 1971 by the League of Oregon Cities (LOC) and the Association of Oregon Counties (AOC), provided Human Resources and Labor Relations assistance across Oregon. LGPI's services have since transitioned to LCOG, now operating as Local Government Personnel Services (LGPS).
Under LCOG's umbrella, LGPS continues LGPI's mission, offering essential HR and Labor Relations support to local governments statewide and ensuring these services remain accessible, effective, and responsive to the needs of Oregon's public agencies.
About the LGPS Investigation Services Consultant Pool
LCOG is seeking experienced Employment Investigators to join the LGPS Consultant Pool, supporting Oregon local governments with independent, third-party workplace investigations. Assignments are project-based and may be in-person, remote, or hybrid, depending on the scope of the investigation and client needs.
Consultants in this pool may be asked to investigate matters such as:
- Discrimination, harassment, or retaliation complaints
- Hostile work environment allegations
- Policy violations or misconduct concerns
- Ethics or leadership-related issues
- Complaints involving senior management or elected officials
Investigators will be responsible for conducting thorough, impartial investigations, maintaining confidentiality, preparing detailed written reports, and presenting findings to clients as needed.

Position Summary

- SUPERVISOR: Local Government Personnel Services (LGPS) Program Manager
- EMPLOYMENT TYPE: Independent Contractor
- POSITION PURPOSE: This independent contract position, with varied part time hours, will provide project-based work in the areas of Workplace Investigations related to employee misconduct, policy violations, harassment, discrimination, and organizational concerns (focused on local government-based and nonprofit clients). The work is highly independent and requires professional level representation of self and organization.
- HOURLY RATE: to be negotiated based on project requirements.
Minimum Qualifications
Experience
- Ability to articulate skills and experience conducting employment or workplace investigations, preferably within or on behalf of public-sector organizations.
- Demonstrated ability to conduct trauma-informed, neutral, and defensible investigations.
- Experience preparing comprehensive written reports suitable for administrative or legal review.
- Strong interpersonal, writing, and analytical skills.
Education
- Bachelor's degree in human resources, public administration, business, law, or a related field.
- Master's degree or J.D. preferred.
Licensure
- Active DPSST Private Investigator Certification in good standing
Preferred Qualifications
- Advanced investigation training or certification (e.g., Association of Workplace Investigators - AWI-CH, ATIXA, or EEOC Training Institute).
- Experience testifying or presenting findings in administrative, arbitration, or legal settings.
