Class Definition

GENERAL STATEMENT OF DUTIES: Within the Department of Administration (DOA), Division of Enterprise Technology Strategy and Services (ETSS), to design, build, test, deploy low-code/no-code platforms; to help define and adhere to low-code technology standards, procedures, and policies within ETSS; to assist ETSS leadership in collaborating with agency leadership and department teams to drive the conceptualization, transformation, delivery and technical realization of the multiple technology solutions creating efficient and innovative platforms for internal and external customers; and to do related work as required.

SUPERVISION RECEIVED: Works under the administrative direction of ETSS Leadership with considerable latitude for the exercise of initiative and independent judgement. Work is subject to review through consultations and written reports for satisfactory performance and conformance to established policies, procedures, rules and regulations.

SUPERVISION EXERCISED: Plans, coordinates, supervises, and reviews the work of a professional and technical staff.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:

  • Within the Department of Administration (DOA), Division of Enterprise Technology Strategy and Services (ETSS), design, build, test, deploy low-code/no-code platforms; to help define and adhere to low-code technology standards, procedures, and policies within ETSS; to assist ETSS leadership in collaborating with agency leadership and department teams to drive the conceptualization, transformation, delivery and technical realization of the multiple technology solutions creating efficient and innovative platforms for internal and external customers.
  • To design, build, test, and deploy applications and automated workflows using low-code/no-code platforms like Salesforce, ServiceNow, Workday or Microsoft Power Platform.
  • To collaborate with business analysts, stakeholders, and users to understand business objectives and translate them into functional requirements and technical specifications.
  • To make recommendations and implement automation solutions to streamline business processes and improve operational efficiency.
  • To develop and monitor integrations with existing systems, databases, and external vendor systems as needed.
  • To maintain and enhance existing low-code applications, troubleshoot issues, and ensure application performance, quality, and responsiveness.
  • To support user management through administrative functions within low-code platforms.
  • To create comprehensive documentation for applications, including user guides and technical specifications, and provide how-to documentation.
  • To work with cross-functional teams, including business teams, to deliver high-quality solutions.
  • To align with ETSS strategy and goals
  • To continuously assess current ETSS platforms and solutions to research and recommend new solutions which might potentially enhance or replace existing legacy systems as necessary and continuously build an enterprise level IT product and service catalog.
  • To implement or enhance current deployment practices and change request processes.
  • To participate in DevOps implementation roadmap and continue to evaluate and monitor for adherence.
  • To provide supervision and expertise to ETSS resources on the development and maintenance of secure, sustainable, innovative, and scalable solutions.
  • To provide supervision and direction to other state entities regarding the development, modification or maintenance of information technology and the acquisition of information technology software and hardware.
  • To do related work as required.

REQUIRED QUALIFICATIONS FOR APPOINTMENT:

KNOWLEDGES, SKILLS AND CAPACITIES: A proficiency with low-code/no-code platforms such as, Salesforce, ServiceNow, Workday, or Microsoft Power Platform. A solid understanding of software development principles, even if not writing traditional code, is beneficial for understanding the underlying platforms and integrating with other systems. Ability to analyze business processes and understand complex application logic to identify areas for improvement. Knowledge of principles, practices, and procedures involved in the operation of information technology management systems as described above; the ability to apply such knowledge in the overall planning, organization, direction, coordination, and administration of associated management and support functions. An in-depth knowledge of the organization and functions of government including the ability to establish and maintain effective work relations with all state officials; strong verbal and written communication skills; the ability to plan, supervise, direct, and review the work of a professional, technical and clerical staff; and related capacities and abilities.

EDUCATION AND EXPERIENCE:

Education: Graduation from a college of recognized standing with a bachelor's degree in; Computer Science, Information Management Systems, or a closely related field such as Business Management or Public Administration supplemented by completion of specialized information technology and research training courses; and

Experience: Considerable employment in a responsible low-code/no-code developer position in a capacity; extensive experience in technology advancements such as low-code/no-code platforms, data and AI implementations, cloud infrastructure, and zero-trust architecture for example. Experience with writing technical, procedures, and policy documents; experience in enterprise applications and/or departmental applications.

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

Supplemental Information

This position will support our Workday application and requires a thorough knowledge and hands on experience (minimum of three years) of the Workday application to include advanced, matrix, composite reporting, Report Writer, Calculated Fields, BIRT, EIBs, Core Connectors, Studio integrations, Integration System Security, ISU/ISSG, Workday PRISM Analytics, Workday Extend; Active Workday Admin Certification preferred; experience in APIs, NotePad++, Oxygen XML or XML, and XSLT, SOAP and REST based web services; ability to work independently and as a team; attention to detail; time management skills and ability to manage prioritizations. Location is flexible.
