Position Title: Infrastructure Portfolio Manager (Water / Wastewater)Position Description: Protingent Staffing has an exciting opportunity for an Infrastructure Portfolio Manager/Subject Matter Expert.Job Description:

• This role supports a high-visibility Water & Wastewater Program focused on municipal, commercial, and industrial infrastructure development.
• This position focuses directly on providing portfolio management services, leveraging technical engineering expertise to deliver infrastructure programs that enhance business value.
• This is a collaborative engineering role for a subject matter expert (SME) who brings hands-on experience as a Water/Wastewater Treatment Plant Designer or deep site operations experience at wastewater treatment facilities.
• Working closely with client teams, project managers, and internal stakeholders, you will provide critical technical support, scope engineering studies, and drive capital infrastructure projects from concept through execution.

Job Responsibilities:

• Subject Matter Expertise: Act as a technical SME on water and wastewater treatment plant processes, system design, and facility operations
• Project Scoping & Delivery: Scope engineering studies and research projects, prepare contracts, develop rough order of magnitude (ROM) cost and schedule estimates, and oversee construction projects.
• Utility & Permitting Engagement: Secure necessary environmental permits, land/landowner agreements, municipal partnerships, and utility purveyor relationships.
• Client Portfolio Strategy: Provide commercial, industrial, and municipal clients with cross-functional tools, insights, and risk-management strategies to preposition infrastructure projects for success.
• Analytics & Tool Support: Collaborate with internal and external stakeholders to assemble and organize data to support further development of client SaaS platform tools.
• Program Support: Support marketing efforts and perform cross-functional technical duties as assigned.

Job Qualifications:

• Bachelor’s degree in Civil, Environmental, Mechanical, Chemical Engineering, or a related technical field.
• 5+ years of relevant experience in water and wastewater treatment plant design OR deep site operations experience at wastewater treatment sites.
• Professional Engineer (PE) license or comparable licensure credential.
• Proficiency in industry-relevant engineering, modeling, and project management software tools.

Preferred Job Qualifications:

• Direct design experience as a designer of water and wastewater treatment plants.
• Experience managing cross-functional infrastructure portfolios, municipal agreements, and risk-management development strategies.

• Salary Range: $100K–$150K
