Position Overview

The Compliance Manager (Marketing & Advertising – Health) plays a critical role in ensuring that marketing and advertising activities across the health segment comply with applicable federal and state regulatory requirements, with a strong emphasis on Medicare‑related materials. This role supports business units that market and sell Medicare Advantage, Part D, Medicare Supplement, ACA, ICHRA, and ancillary health products.

This is not a people‑management role. Instead, the position serves as a trusted compliance advisor, partnering closely with business units, Directors of Compliance, Health, and the Chief Compliance Officer, Integrity Health, to promote compliant, regulator‑ready marketing practices at scale.

Key Responsibilities

  • Review and provide compliance guidance on consumer‑ and agent‑facing health insurance advertising and marketing materials, with particular focus on Medicare‑related content (e.g., websites, digital ads, social media, email campaigns, scripts, print materials, and presentations).
  • Evaluate materials using a regulatory and regulator‑mindset approach, identifying potential CMS, or carrier concerns before use.
  • Maintain familiarity with evolving Medicare marketing rules, enforcement trends, and regulator focus areas to inform reviews and guidance
  • Support the development and annual update of marketing‑related compliance policies, procedures, and guardrails.
  • Assist with compliance audits, monitoring activities, and documentation related to marketing and advertising oversight.
  • Partner with Directors of Compliance and Enterprise Risk Management (ERM) to support audit findings, issue tracking, and remediation plans related to marketing compliance.
  • Provide clear, practical compliance feedback that enables business partners to remediate issues while meeting business objectives.
  • Support the Chief Compliance Officer, Health Segment with strategic compliance initiatives.
  • Support other compliance functions as needed in a dynamic, high-growth environment.

Required Qualifications

  • Bachelor’s business degree in a related field preferred.
  • Minimum of 2 years of experience in Medicare compliance, preferably within a field marketing organization, regulatory affairs, or a related role within the health insurance industry.
  • Professional certifications such as CHC (Certified Healthcare Compliance), PMP (Project Management Professional), or similar, are highly desirable.
  • Skills
    • Excellent written and verbal communication skills.
    • Strong client-focused mindset.
    • Ability to multi-task and prioritize in a fast-paced, continuously changing environment.
    • Strong understanding of Medicare Advantage and Part D marketing rules, including CMS expectations and enforcement posture.
    • Proven ability to document compliance decisions in a manner that is clear, defensible, and audit‑ready.

Preferred Attributes

  • Experience in health insurance regulation, Medicare compliance, carrier compliance, or regulatory oversight, or demonstrated ability to evaluate materials as a regulator would.
  • Ability to interpret and communicate complex compliance guidance for diverse audiences.
  • Strong organizational, problem-solving, and time management skills.
  • Adaptable at using technology platforms for compliance tracking, audit tools, etc.
